3x1 Citizens' Initiative

Description

The 3x1 programme was officially implemented by the Secretariat of Social Development (SEDESOL) of the Federal Government of Mexico in 2002. This initiative aims to expand Home Town Associations' (HTA) community development funds. The different government levels (municipal, state, and federal administrations) match every dollar contributed by HTAs. Projects focus on various aspects of infrastructure and service development, such as health and education, culture and recreation, and communications. In 2008, a 1x1 Migrant Business Fund was established to provide subsidised loans to Mexicans in the US who wish to invest in Mexico. Loan repayments are reinvested into the 3x1 programme. It is worth noting that the Mexican government has made increasing efforts to ensure that the programme reaches marginal communities that may not be directly involved in the migration process.
