Summary/citation: The National OSH Policy of Peru was approved in 2013 and a National OSH Plan for 2014-2017 was developed.
Furthermore, the OSH Policy of the Ministry of production was issued through Ministerial Resolution in October 2013. More recently, Peru also approved the National Policy on OSH Management System in the branches of housing, construction and sanitation by means of Ministerial Resolution in January 2015.
Furthermore, the OSH Law (No. 29783) establishes that:
National policy
Purpose of the national OSH Policy
The State is required, in consultation with the most representative organizations of employers and workers to formulate, implement and periodically review a national OSH policy, which is aimed at preventing accidents and injury to the health occurring during work, by minimizing the causes of hazards inherent to the working environment, as far as it is reasonable and feasible.

The national OSH policy shall take into account the following main areas of action as far as they affect the safety and health of workers:
a) Measures to combat occupational hazards in its origin, design, testing, choice, substitution, installation, arrangement, use and maintenance of the material elements of work (such as workplaces, working environment, tools, machinery, equipment, substances and chemical, biological and physical processes).
b) Measures to monitor and evaluate risks and dangers related to work in the relationships between the material elements of work and the people who carry out or supervise the work, and in the adaptation of machinery, equipment, working time, the work organization and processes to the physical and mental capacities of workers.
c) Measures for training, including necessary further training, qualifications and motivations for people involved in the process towards achieving adequate levels of safety and hygiene.
d) Communication and cooperation measures at a workgroup and enterprise level and at all appropriate levels, including at national level.
e) Measures to ensure the compensation or reparation for damages suffered by the worker in case of work accidents or professional diseases, and establish procedures for the comprehensive rehabilitation, reintegration and redeployment in case of temporary or permanent disability.

Responsibilities with regard to the national OSH policy
The formulation of the national OSH policy referred to in Article 5 shall clarify the roles and responsibilities in terms of occupational safety and health, public authorities, employers, workers and other bodies participating in OSH, taking into account the complementary nature of these responsibilities.
Review of the national OSH policy
For the purposes of the review of the National Policy on Safety and Health at Work, the situation regarding the safety and health of workers must be reviewed at appropriate intervals, either overall or for certain sectors, in order to identify major problems, develop effective methods to solve them, define priorities among measures that shall be taken and evaluate the results.

National OSH system
A National Council for Safety Health at Work shall be established with the participation of the employers' and workers' organizations in order to guarantee the protection of all workers in all OSH related matters.

The national OSH system shall be comprised of the following bodies:
a) The National Council for Safety and Health at Work.
b) Regional councils for safety and health at work.

Nature and composition of the National Council for Safety and Health at Work
The National Council for Safety and Health at Work must be created and defined as the highest advisory body on safety and health at work. It will be tripartite in nature and attached to the Labour and Employment Promotion Sector.
