These regulations (effective 1 Jan. 1990) apply to power presses used in production or teaching that use a stroke movement for plastic machining or blanking or for the compression of powders. The presses are divided into six categories, in which the requirements to be met and the safety equipment stipulated are related to the intended use. Three of these categories have to be either type-approved or individually inspected and approved before they are delivered to the Swedish market. Similar provisions apply to certain safety devices not included in an approved press. Detailed commentaries are appended.

CIS 89-1103 Machinery [Sweden]
English translation of the original Swedish directive (effective 1 Jan. 1990). It contains regulations concerning controls, devices with a protective function, marking, documentation, instructions, training, as well as use and maintenance of the machines. Regulations on eccentric presses

Modification of Directive No.35 (CIS 62-2482): two-hand controls for eccentric presses must be designed to assure that it is impossible to actuate the machine with only one of the controls. Commentaries summarise the accidents that are typical of this sort of press: actuation by mistake (the operator was unaware that the controls were set in a one-hand mode) or actuation by accident (contact of some part of the body or of some falling object with one of the controls).

This directive (effective 1 Jan. 1982) deals with protection against landslips, cave-ins and falls of objects. It specifies: safety measures against these hazards to be taken into consideration at the planning stage; work to be carried out, if necessary, from a protected point; bearing structures to be designed to withstand the working loads; access to danger zones sealed off; safety structures to be designed to withstand landslides and cave-ins; wearing of safety helmets on worksites where there is a danger of falling objects; safe and sure stacking; shoring of excavations and trenches. CIS 79-305 Directives on construction, use and periodic checks for conveyors

These directives (effective 1 Jan. 1979) apply to all mechanical conveyors other than hydraulic or pneumatic, funiculars and personnel transport. Rules are set out for design in general (built-in safety, brake and antireverse device, nip protection, access to transfer points; platforms and access walkways for maintenance personnel, safe distances for passageways, electrical equipment and emergency stop control), and concerning specific types: belt conveyors (fixed or mobile), bucket elevators. Rules are given for periodic checks by a responsible person designated by the employer, safety measures for checking and maintenance, and safe use.

CIS 79-219 Directives for safety nets to arrest the fall of persons and objects from buildings and other structures in the building and civil engineering sector and in shipyards

These directives (effective 1 Jan. 1979) lay down rules for the design and manufacture of these nets (properties of synthetic fibres, maximum dimensions of mesh (50mm), fastening rings, etc.), their approval after compliance tests, periodic inspections (determination of breaking strength, etc.), marking and installation. The nets should not be sold without instructions for fixing and maintenance. Appended: test methods (aging, tensile strength, impact and drop testing).

CIS 77-1838 Directives for guarding manually-operated or power-driven plate shears

Contents of these directives (entry into force: 1 July 1978): approval of various categories of plate shears; design and materials; ergonomics (noise control, vibration isolation, work posture); operational and maintenance instructions; rating plate; accident prevention (thick sheet-metal shears with 2-hand control and photoelectric guard; medium and thin sheet-metal shears with fixed guard; hand-or pedal-operated shears); periodic checks; fixing and adjustment of tools (locking device on the upper cutting arm, etc.); free space around the machine. CIS 77-1242 Guarding construction site circular saws put into operation before 1 July 1976

These directives (entry into force: 1 July 1976) complete those on circular saws put into operation at construction sites after 1 July 1976 (CIS 76-543). They specify the modifications to be made to old saws to bring them into line with the safety regulations: adjustment of the table; riving knife (with instruction plate for adjustments fixed on the machine); protective hood (with instruction plate): under-table guard; adjustable stops; location of start and stop switches; device to prevent inadvertent starting after a power cut; use of push sticks (2 handles should be within reach), etc.

These directives (entry into force: 1 Jan. 1978) contain provisions relating to compliance testing of moving guards, their design (appropriate material; full protection against manual intervention in the danger zone, even when the table is lowered; moderate closing force to prevent crushing injury), control elements (with built-in double safety and fault indicator); interlocking of the ram movement as long as the guard is open, equipment of presses provided with a moving guard (interlock device, limitations for toolsetting, etc.), nameplate and maintenance instructions, which must be in Swedish.

To prevent serious accidents due to collapsing of portable belt conveyors of the type where the angle of slope is regulated by changing the spread of the struts supporting the frame, this directive describes and illustrates a slide bar guide device with 2 limit stops. Entry into force of the directive and incorporation of the device on new portable conveyors: 1 Oct. 1975.

CIS 75-335 Limited adjustment of blade guards on certain building-site saws
Begränsad ställbarhet hos överskyddet vid vissa byggsågar [en sueco]
Certain types of circular saws for use on building sites are equipped with adjustable guards which can be lifted off the blade, so that the upper blade portion becomes dangerous to the operator. With effect from 1 July 1974, all adjustable guards of this type must be fitted with a stop pin limiting the range of upward adjustment to a maximum of 140mm over the saw table. A pushstick must be used to preclude hands being introduced under the guard.

All wheeled loaders and excavators delivered after 1 Jan. 1975 must be equipped with safety cabs protecting the operator against bad weather and excessive noise, providing good visibility and preventing serious injuries in the event of roll-over accidents.

CIS 74-1763 Automatic control on certain garbage collecting trucks
Automatik på vissa sophämtningsbilar [en sueco]
Certain types of garbage-collecting trucks equipped with a garbage-compacting mechanism have caused injuries to workers whose hands or arms were caught when pressing the compactor control button. To prevent this type of accident, the following measures must be taken: the automatic control cycle must be activated only after the edges of the dust bin and the compactor plate have passed each other and are at least 100mm apart; the adjusting screw of the automatic control switch must be safely locked and made inaccessible; the start button must be flush with the truck body to avoid accidental operation; movable parts must be well visible from the operator's platform.

These rules entered into force on 1 Jan. 1973. They cover guarding of cutter bar, divider and hot engine surfaces, elimination of nips and shearing hazards by design or guarding, etc. Special requirements have to be met by self-propelled combines (design and layout of driver's cab and working platform, view from driver's cab, driver's seat, controls, steering gear, brakes, engine and exhaust pipe, noise reduction, fire extinguishers) and by power take-off combines (guarding of take-off shaft, controls, trailer drawbar and support, working platform). The Swedish directives 72:4 for the guarding of power take-off shafts are appended.
