Promoting occupational safety and health for working children through microfinance programming
Microfinance programmes are recognized as a way of improving incomes and creating employment for large numbers of low-income families, but there are concerns that working conditions within these informal microenterprises are far from ideal. For example, when families receive loans to expand a microenterprise, children may make up the labour shortfall until the family can afford to hire adult workers. Through the Promoting and Protecting the Interests of Children who Work (PPIC-Work) project being carried out in Egypt, a set of interventions that can not only improve working conditions, but can also be integrated into standard microfinance programs has been developed. By working with and through self-financing microfinance programs, the PPIC-Work approach provides a way of improving occupational safety and health not only for children working in microenterprises but also for large numbers of children and adults working in the informal sector more generally.

Child labor and protecting young workers around the world - An introduction to this issue
According to the International Labour Organization, more than 218 million children in the world today are involved in child labour, often doing work that is damaging to their mental, physical and emotional development. At least 126 million children are performing hazardous work. For many decades, children have been recognized as a vulnerable population in need of and deserving special protections, as reflected in international conventions and national laws. This special issue of the International Journal of Occupational and Environmental Health presents research on child and adolescent labour around the world, focusing on studies that evaluate health effects from exposures at work, programmatic interventions to reduce work exposures or limit hazardous work activities, and policy mechanisms to reduce the negative health impacts from working too many hours, night hours, or in settings that are too dangerous and inappropriate for youth under age 18. The issue also includes a resource list and photographs of children at work.

CIS 10-0150 Accelerating action against child labour
In its third quadrennial Global Report on child labour, the ILO said that the global number of child labourers had declined from 222 million to 215 million, or three per cent, over the period 2004 to 2008, representing a slowing down of the global pace of reduction. The report also expressed concern that the global economic crisis could dampen progress toward the goal of eliminating the worst forms of child labour by 2016. Contents of the report: dynamic global picture; important achievements on the road to 2016; turning challenges into opportunities; accelerating progress towards 2016.

Work exposures, injuries, and musculoskeletal discomfort among children and adolescents in dairy farming
The objective of this study was to investigate work performed by children and adolescents on dairy farm operations. Mail questionnaires were addressed to a community-based, age- and operation size-stratified sample of 240 individuals aged six to eighteen who worked on dairy operations in Wisconsin. Data were collected in 1999. The 197 children and adolescents reported averaging 567 hours of dairy farm work in the last year (10.9 hours/week) and completed over 1/3 of all calf feeding, 1/5 of the milking, 1/5 of cow feeding and 1/10 of tractor operation hours on their farm during the weeks they worked. Some of these young workers reported accomplishing duties also judged by some experts as hazardous work, including nearly half of the 9- to 11-year-olds driving tractors. Six nonfatal injuries were reported that required stopping work (14.6 per 100 full time equivalents per year), including those that required medical attention. Musculoskeletal discomfort and disability reports were unremarkable compared to existing studies of general and working populations. Wisconsin dairy farm youth appeared to be working no more hours per week than their peers in other studies of agricultural populations. However the exposures of very young workers to hazardous tractor driving and tower silo tasks suggest that there is an urgent need for improved and validated interventions to reduce these exposures.

Securing decent work is crucial for women and men, making it possible for them to build more promising futures for themselves, their families and their communities. This report prepared for the 98th session of the International Labour Conference in 2009 has three aims: reviewing the ILO's progress in assisting constituents to achieve gender equality in the world of work; highlighting its current efforts to implement International Labour Conference resolutions and Governing Body decisions on promoting gender equality and mainstreaming it in the Decent Work Agenda; and providing background for constituents to chart a strategic course for future work. The report makes the case for scaling up measures to eliminate sex discrimination in the world of work and highlights ILO interventions in all regions.

US child labor violations in the retail and service industries: Findings from a national survey of working adolescents
In order to investigate child labour violations among adolescents working in the retail and service industries, interview data from a nationally representative sample of working adolescents were used, together with reports of specific violations (hours of work, restricted equipment and work permits). Hazardous occupation violations (prohibited jobs or use of equipment) were reported by 37% of respondents and 40% reported a work permit violation. Other findings are discussed. Significant numbers of adolescents are employed in violation of the child labor laws and as a result are exposed to safety risks. Closer attention to enforcement policy and practice is needed.

This article reviews the current worldwide situation with respect to child labour. Although child labour is prohibited by all laws, there are millions of children who work around the world. While working conditions of adults are often detrimental from the standpoint of safety and health, children suffer doubly, having to carry out work often rejected by adults and due to their physical frailty. Having to work prevents many children from attending school. Finally, their working conditions have little possibility of improvement and perpetuate the cycle of poverty.

This booklet summarizes the six steps for identifying the forms of work that are dangerous for children: create a structure; collect existing and new data; draw up a list of hazardous occupations; formalise the list; promote and use the list; periodically update the list. For each of the steps, it then presents the actions that were undertaken in this respect in Costa Rica, Netherlands, Pakistan and Sri Lanka.

Eliminating child labour - Guides for employers
This set of three practical guides provide ideas, advice and examples for the prevention of child labour, the withdrawal of children from work and the protection of young workers from hazardous conditions. The guides focus on developing countries and provide examples of enterprises and employers' organizations that have taken concrete action, either by themselves or in cooperation with the International Labour Organization, donors and other local, national and international organizations. The first guide provides definitions, an explanation of the causes and the consequences of child labour, and the rationale for why enterprises should not employ children. Guide Two is addressed at enterprises and explains their options and possible strategies for eliminating child labour. Guide Three is about the collective role that employers' organizations and other business associations can play in helping their members on this important topic.

Rooting out child labour from cocoa farms - Paper No.2 - Safety and health hazards
The ILO estimates that about 70 per cent of the world's 218 million child labourers (from 5-17 years old) are working in agriculture, on small family farms or large plantations, missing out on school and exposed to serious hazards and exploitation. This report is part of a series of four reports synthesizing the knowledge and experiences acquired from the project of the ILO International Programme on the Elimination of Child Labour entitled "West African Cocoa and Commercial Agriculture Project to Combat Hazardous and Exploitive Child Labour" (WACAP), which was implemented in Cameroon, Cote d'Ivoire, Ghana, Guinea and Nigeria from 2002 to 2006. This report summarizes the findings of studies carried out in the countries covered by the project.

Changing child labour laws for agriculture: Impact on injury
Child labour laws are intended to protect young workers from the most dangerous jobs. However, children who work on their parents' farms are exempt from these laws. This study evaluated the potential for preventing the occurrence of farm injuries among children by extending the United States Child Labor Laws to include agriculture as a hazardous occupation. A retrospective series of 1193 farm injuries among children from the United States and Canada was analysed and Hazardous Occupations Orders were systematically applied to each case. A total of 286 (24%) cases of injury involved farmers' children engaged in farm work. Among these children, 33% of those aged younger than 16 years and 36% of those aged 16 or 17 years were performing work prohibited under the Hazardous Occupations Orders. Removing the family farm exemption and raising the age restriction for performing hazardous agricultural work from 16 to 18 years would be efficacious in preventing the most serious injuries experienced by young family farm workers.

Se fijan dos objetivos: reducir en un 20%, en un plazo de 10 años, la incidencia de accidentes de trabajo y de enfermedades profesionales, y duplicar la cobertura de protección de la seguridad y la salud en el trabajo, extendiéndola a categorías y sectores mal protegidos. Se avanza la hipótesis de que existiría un crecimiento exponencial de la probabilidad de accidente de trabajo o enfermedad profesional entre los trabajadores que son, a la vez, muy jóvenes y que tienen unas condiciones de empleo precarias. Se presentan evidencias de tres estudios anteriores sobre los trabajadores con empleo precario (comida rápida, empleo a domicilio en el sector textil y empleo familiar en el cultivo de huertos) en que los adolescentes se encontraban en situación de riesgo, asi como de las estrategias de prevención a nivel internacional y en Australia.

Se han analizado los datos del sistema sueco del seguro de accidentes de trabajo relativos a los fallecimientos y las incapacidades permanentes producidos, en el conjunto de todos los sectores de actividad, a lo largo del período comprendido entre 1997 y 2001. Tras el cruce de estos datos con los datos de empleo, se seleccionaron los grupos profesionales que presentaban una tasa de lesiones traumáticas determinantes del fallecimiento o una incapacidad permanente, tres veces más elevada que la media nacional. De esta manera se ha obtenido información acerca de los mecanismos, los equipamientos y los procedimientos industriales típicos de los accidentes. Se propone utilizar las listas obtenidas respecto de los sectores que representan un riesgo elevado de lesiones por accidente, para establecer las restricciones necesarias para los jóvenes de menos de 18 años en materia de exposiciones peligrosas.
