Among other aspects, the recommendations cover principles of classification and definition of classes, listing of the principal dangerous goods, general packing requirements, testing procedures, marking, labelling or placarding, and shipping documents. In addition, there are special recommendations related to particular classes of goods. The recommendations do not apply to dangerous goods in bulk, which, in most countries, are subject to special regulations.

This addendum 1 to the Tests and Criteria manual enable a competent authority to determine the product properties necessary for the classification of organic peroxides. The test methods have been grouped into series such that each series comprises test methods assessing one product property. The corresponding box(es) of the flow chart is (are) enumerated in the heading of the test series. Test methods are identified by a letter for the test series (series A - G) followed by a number indicating the sequence in each series.

New products which are considered as having explosive properties or are intended to function as explosives (including pyrotechnics) are candidates for Class 1 of the United Nations Hazard Classification scheme. This manual is a compilation of the various tests which enable a competent authority to classify these products ("products" comprises substances, packaged substances, articles and packaged articles) according to the above scheme. Details of drawings and specifications of materials used in the tests can be obtained from the appropriate national authority.
