This decree of 6 Sep. 1991 (published in the Journal officiel of 8 Sep. 1991) modifies article 2 of the decree of 13 Feb. 1986 (CIS 86-1021), which forbade the use of solvents or diluents containing more than 0.2% of benzene, by reducing this value to 0.1%.

French Government order of 6 June 1987 (published in the Journal Officiel on 19 July 1987). The appendix to this order gives technical recommendations and instructions to be followed by occupational physicians responsible for the medical surveillance of workers exposed to benzene. General principles of medical surveillance: implementation, goals. Biological monitoring: reference values, interpretation of results. Ruling on aptitude for the job. Medical surveillance after exposure ceases.

This decree regulates the use of polychlorobi- and terphenyls. It also covers the conditions of issue and withdrawal of licences to firms which process waste containing PCB's, the rights and obligations of licence holders and various other measures.

CIS 86-1021 Order No.86-269 of 13 Feb. 1986 concerning the protection of workers exposed to benzene

This Order prohibits the use of solvents or thinners containing more than 0.2% benzene by weight, unless they are used in closed equipment. It also states that the concentration of benzene vapour in the air breathed by a worker must not exceed 5ppm (16mg/m3) when averaged over the working day. It institutes a system of supervision for monitoring the exposure of workers to benzene vapour and provides for preventive measures and medical checks. The Order refers to the Workers' Representatives Convention, 1971 (No.135), and the Benzene Convention, 1971 (No.136) of the ILO, both of which have been ratified by France.

This administrative order under the Decree of 14 June 1969 (see CIS 69-2529) makes the use of gas chromatography for detecting the concentration of benzene in solvents, thinners and other benzene-containing products compulsory. In the case of the latter, the method is to be applied after extraction of the solvents by a suitable process which does not alter the composition of the solvent.
