Esta Directiva modifica la Directiva 76/769/CEE (ver CIS 01-965). Extiende la prohibición de la utilización del hexacloroetano a la fabricación y transformación de los metales no ferrosos, actividades para las se había establecido una derogación, con el fin de autorizar su utilización en los talleres de fundición no integrados de aluminio y la producción de algunos aleaciones de magnesio.

Council Directive of 29 June 1978 on the approximation of the laws, regulations and administrative provisions of the Member States on the protection of the health of workers exposed to vinyl chloride monomer.
Directive du Conseil, du 29 juin 1978, concernant le rapprochement des dispositions législatives, réglementaires et administratives des Etats membres relatives à la protection sanitaire des travailleurs exposés au chlorure de vinyle monomère. [en francés]
The protection of vinyl chloride workers which is the object of this Directive comprises: technical preventive measures, establishment of TLVs, definition of measuring methods and fixing of provisions for monitoring atmospheric concentrations of vinyl chloride, personal protective measures if necessary, information for workers, keeping of records, medical surveillance. A technical long-term limit value of 3ppm is established. A maximum adjustment period of one year in which to comply is provided for in the case of existing plant. Articles deal specifically with these aspects, including monitoring methods (continuous or discontinuous); measuring points; alarm threshold (15ppm for mean values measured over 1h, 20ppm for mean values measured over 20min, or 30ppm for mean values measured over 2min.). Member States are to ensure compliance with the Directive within 18 months of its notification.

This directive specifies that Member States shall take the necessary measures to prohibit the uncontrolled discharge, dumping and tipping of polychlorinated biphenyls (PCBs) and terphenyls (PCTs) and of objects and equipment containing such substances, measures to make compulsory the disposal of waste PCBs, PCTs and PCB/PCT-containing objects and equipment no longer capable of being used, and measures to ensure that PCBs and PCTs are disposed without harming or endangering human health or the environment.

The following substances or preparations may not be used (except for specifically mentioned equipment and materials): polychlorinated biphenyls (PCB), except mono- and dichlorinated biphenyls; polychlorinated terphenyls (PCT) and preparations with PCB or PCT content higher than 0.1% by weight. Chloro-1-ethylene (monomer vinyl chloride) may not be used as aerosol propellant for any use whatsoever.
