Heating in automobile driving cabs [Sweden]

These general recommendations on heating in driving cabs, issued as an ordinance, apply to all employees using automobiles, e.g. lorry (truck) drivers, driving instructors, security personnel and others liable to be exposed to the cold. The recommendations state that supplementary heating is generally needed if the existing service heating system is not sufficient. Various supplementary heating systems available on the market are presented: electrically heated cushions, electric and propellant-fuelled car heaters and so-called pause heaters.

Förordning om anmälningsskyldighet beträffande asbest i ventilationsanläggningar; Förordning om förbud mot asbesthaltiga friktionsbelägg i fordon [en sueco]
Regulation SFS 1985:997 concerns the obligatory notification of asbestos in ventilation equipment. Regulation SFS 1986:683 prohibits the use of asbestos in friction linings (of clutch and brake equipment) in vehicles.

These regulations (effective: 1 July 1986) apply to motorised earthmoving machines and tractors, but do not cover two-wheeled equipment. Contents: definitions; materials, design, resistance; driver's/operator's station; cab; operation; particular rules concerning tractors (wheeled tractors with a service weight of 600kg and more should be provided with a cab; the cab should protect against noise exposure; its carrying structure should be periodically inspected so as to guarantee its resistance); guarding of the power take-off shaft; particular rules concerning earthmoving machinery, wheeled or crawler-mounted loaders, excavators; approval and marking. Spring brake cylinders and diaphragm brake cylinders

This directive (effective: 1 July 1984), replacing directive ASF 1981:4 (CIS 83-1439), stipulates that brake cylinders on road vehicles must be designed in such a way, and be made of such materials, that they will continue to function satisfactorily under normal operating conditions. Maintenance and repair must be done by experienced and qualified personnel. During the testing of vehicles equipped with brake cylinders whose attachment is made of aluminium alloy, care must be taken that nobody be hit by flying fragments in case the cylinder ruptures. Heating of taxis

This notification (effective 1 Oct. 1984) provides that taxis be equipped with a heating system to keep the driver warm when he must remain in a parked vehicle during cold weather. Commentaries provide that the system maintain a temperature of at least 15°C.

Vehicle-mounted trash compactors

This notification (effective 1 July 1985) applies to compactors which are fed by a pusher and which have fixed or moving hoppers to receive trash. It requires that all garbage trucks which present a crushing hazard during loading or feeding be equipped with manual controls, and that the controls be protected against accidental operation.

CIS 83-1439 Diaphragm-type brake cylinders

This directive (effective 16 Mar. 1981) prohibits the equipment of road vehicles with diaphragm-type brake cylinders where the cylinder half provided with fastening screws is made from aluminum alloy. These cylinders must not be submitted to pressure loads during repair and maintenance nor during vehicle tests. An amendment to this directive (AFS 1982:5) dated 28 May 1982 adjourns the prohibition of this type of cylinder to the end of May 1983 for tractors, motorised agricultural implements and trailers. Contents of this directive (effective 1 Jan. 1979): planning of safety and health measures; arrangement of signals and warning notices ahead of the worksite on highways where traffic is not interrupted; safe design of road construction equipment (exhaust pipes directed upward, ready access to driver's cab, etc.); limitation of exposure to fumes, gas and dust (shelters with washbasins close to the worksite, consideration of wind direction, handling at a distance from the spreading ramp, ventilation during asphalting in buildings, prohibition of use of coal-tar-based asphalt, skin protection, etc.); use of respirators in the event of high concentrations of fumes or dust, wearing of yellow or orange clothing.

Contents: safety of load-bearing structure and of lifting mechanisms, limiting of lifting and lowering speed to 0.15m/s; construction of load-bearing elements (stop devices at end of drive-on ramps, limitation of pivoting movement and possibility of blocking articulated arms, limitation of angle of tilt (40°) for tilting lifts, etc.); minimum dimensions of free space under load-bearing elements; requirements to be met by load-bearing elements (wire ropes, pulleys, chains, endless screws, hydraulic system); protection against inadvertent lowering; travel-limiting devices; controls; electrical equipment; foundations, installation and working platforms; name plates; rules for using this equipment; periodic checks and maintenance; compliance testing and inspection.

These directives (entry into force: 1 May 1976) outline the hazards presented by repair and servicing shops (exhaust gases, organic solvents, fuels, etc.) and specify rules for prevention: layout of work premises, heating and ventilation, electrical equipment, work postures (ergonomic layout of workposts); air monitoring (CO, etc.), noise control, fire protection, housekeeping, protective and first-aid equipment, inspection and maintenance of pressure vessels and vehicle lifts, etc. Appendices: Swedish regulations; check list; Swedish standards on testing and inspection of lifting equipment, etc.

CIS 77-237 Rules concerning work and rest in international road transport in Sweden

These rules are based on an agreement signed in 1970 which admits the use of personal control books issued by EEC countries as well as Swedish control books. Examples of how to fill in daily and weekly report sheets are followed by definitions, rules concerning manning of large vehicles (which must have a crew of 2 drivers when the distance driven exceeds 450km a day), minimum age (21 years for trucks weighing over 7.5t), longest continuous period of driving without a break (not to exceed 4h), daily (8h) and weekly (48h) driving times for drivers of heavy vehicles, duration of breaks and rest periods (daily and weekly), and rules for entries in personal control books. CIS 74-1763 Automatic control on certain garbage collecting trucks
Automatik på vissa sophämtningsbilar [en sueco]
Certain types of garbage-collecting trucks equipped with a garbage-compacting mechanism have caused injuries to workers whose hands or arms were caught when pressing the compactor control button. To prevent this type of accident, the following measures must be taken: the automatic control cycle must be activated only after the edges of the dust bin and the compactor plate have passed each other and are at least 100mm apart; the adjusting screw of the automatic control switch must be safely locked and made inaccessible; the start button must be flush with the truck body to avoid accidental operation; movable parts must be well visible from the operator's platform.
