CACES - The safe driving aptitude certificate
Le CACES - Certificat d'aptitude à la conduite en sécurité [in French]
Driving power trucks and lifting equipment is restricted to workers having received suitable training. For some types of equipment that present specific hazards, drivers are furthermore required to hold a qualification delivered by the employer. This information sheet presents the CACES (French acronym for safe driving aptitude certificate), which is a good means of ensuring that drivers possess the necessary know-how and skills prior to being authorized to drive. Tables summarize the categories of equipment that require a CACES, together with the recommendation of the corresponding CNAMTS (French National Health Insurance Agency for Wage Earners).

Health, safety and environmental risk of a gas pipeline in an oil exploring area of Gachsaran
The purpose of this study was to assess the health, safety and environmental risks of a 16 km gas pipeline located in an oil-producing region of Iran, using a modified version of the Kent's pipeline risk assessment method. Assessment parameters included: interested party's injuries, corrosion, design factors, incorrect operation index and consequence scoring. Findings are discussed.

The Manual of Tests and Criteria contains criteria, test methods and procedures to be used for classification of dangerous goods according to the provisions of Parts 2 and 3 of the Model Regulations, as well as of chemicals presenting physical hazards according to the Globally Harmonized System of Classification and Labelling of Chemicals. As a consequence, it supplements also national and international regulations. This publication contains classification procedures, test methods and criteria relating to substances and articles such as explosives, self-reacting substances, organic peroxides, flammable aerosols, flammable liquids, oxidizing substances, corrosive substances, and miscellaneous other dangerous goods such as fertilizers and lithium cells and batteries. The fifth revised edition includes revised provisions for the testing and classification of lithium metal and lithium ion batteries, new test methods for transport equipment, an additional test for assigning classification code 1.4S to certain articles, a new test for determining whether pyrotechnic substances are to be considered as flash compositions for the purpose of classification, as well as various other revised provisions.

This article presents the work organization and safe work practices at a German road transport company with 150 employees handling large volumes. The trucks are loaded in such a manner that the loads are in direct contact to ensure that the goods do not move during transport. The loading of each truck is controlled and photographed.

Health and Safety Executive
Tracking research for HSE's workplace transport programme "struck by" initiative
Persons being hit or run over by workplace vehicles ("struck by" incidents) resulted in 41% of all workplace transport (WPT) incidents in 2004/05 in the United Kingdom. The Health and Safety Executive "struck by" initiative was part of a two-year workplace transport project running from 2006 to 2008, aimed at reducing the number of incidents. The "struck by" initiative consisted of a targeted audit, that involved reviewing transport activities undertaken in the manufacturing sector and parts of the service industries (such as waste disposal). Several large companies were targeted to take part in an audit where their policies and procedures for controlling all workplace transport risks were reviewed against the precautions that were actually observed on site by a HSE inspector. A structured questionnaire was produced to apply this audit technique. The Health and Safety Laboratory then carried out tracking research with ten of those companies that had been visited as part of the initiative, to provide an assessment of the effectiveness of the audits and the actions they had taken since, or as a result of, this intervention. This work is described in this report.

Emergencies during the transport of chemicals subject to the supervision of Cisproquim®
Emergencias en el transporte de sustancias químicas atendidas por Cisproquim® [in Spanish]
The Cisproquim® is the Columbian information centre for the safety of chemicals. This centre has compiled a series of 13 information sheets on safety during the transport of dangerous substances, for use in the training of drivers. This insert presents the statistical analysis of 50 emergency calls received by the centre during 2007 concerning the transport of dangerous goods, classified according to the following criteria: type of event; geographical breakdown; class of substance involved; victims (injuries, fatalities); person or organization having made the call; activities underway at the time of occurrence of the incident.

This publication presents the findings of a questionnaire survey on the state of health and conditions of work in the sector of the transport of goods by road carried out in Spain in 2005, with the participation of 1129 employed or self-employed truck drivers. Furthermore, based on the responses, an analysis was carried out of the factors influencing health in this sector, together with a study of safety and health organization and protective measures implemented within the enterprises. This article proposes a method for calculating the chemical substance transport risk index (IRTPQ) for evaluating the hazards of dangerous substances during transportation. It is based on the hazard evaluation scales of the NFPA 704 standard (standardized system for the identification of hazards due to substances for the purposes of emergency interventions) and on three additional factors: odour intensity, complications related to the planned route and the availability of help in the event of an emergency along the route. Two examples of calculations are also included.

In order to prevent damage to goods and injury to people on board ships, the implementation of the IMDG code for the transport of dangerous goods by sea has been made mandatory as from 1January 2004. The transport of dangerous substances on roll-on roll-off ships in the Baltic Sea is regulated by the Paris Memorandum of Understanding (MoU) (Riga 2002 version), a multilateral agreement among countries bordering the Baltic Sea. Details are given of the differences between these two texts in provisions relating to the storage and separation of dangerous substances. It is questioned whether it is relevant, from the point of view of maritime safety, to continue to apply the provisions of the MoU to roll-on roll-off ships transporting dangerous substances in the Baltic region.

Operating hours and work schedules in the freight and passenger transport sectors

New demands in the transport sector have caused enterprises to change their service and working hours. This project examined the impact of working hours on the safety and health of workers in public transport and road haulage enterprises and evaluated different work schedules. The study highlighted ergonomic aspects likely to increase stress and in turn cause risks to health. Results indicate a large potential for improvements in working time arrangements at the company level, although improving working time conditions in this sector will also require efforts at the government level and in the area of standardization.

CIS 03-1521 Health and Safety - The Carriage of Dangerous Goods and Use of Transportable Pressure Equipment Regulations 2004 [United Kingdom]
These new Regulations act as one consolidated piece of legislation replacing the previous range of regulations on the subject. They implement, in part or completely, several Directives of the European Commission. They replace Regulations S.I. 1987/116 (CIS 90-713), 1988/896 (CIS 89-387), 1991/2097 (CIS 93-1082), 1996/2092 (CIS 97-377), 1996/2093 (CIS 97-375), 1996/2094 (CIS 97-370), 1999/257 (CIS 00-1522), 2001/1426 and 2002/2099 (CIS 03-1040), as well as Regulations modifying these. The main changes introduced are: new limited quantity and load thresholds for transporting dangerous goods; packaging requirements now based on RID/ADR; the transport of diesel, gas oil and heating oil coming fully into scope; new reporting requirements; phasing out of the competent person periodic inspection regime for transportable pressure equipment by 1/7/06. They also address requirements and procedures for inspections, issue of certificates of approval, recognition of classification societies, monitoring, and training and examination of experts. On 1 August 2003, new regulations on the transport and the handling of dangerous substances came into effect in Colombia, concerning more specifically the emergency card and the emergency plan. This article specifies the responsibilities of the shipper or their forwarding agent, the consignee and the vehicle driver. It describes the emergency card and emergency plan, and explains what information they need to contain. The various levels (end point, regional, national, international) to which the emergency plans have to be applicable as a function of the importance of the accident are also specified.

Transport at work: Rollover of lorries transporting paper reels
The purpose of this study was to review the rollover risk of trucks carrying paper reels in the light of current regulations and best practice, by theoretical and practical analysis of the operations of a haulage company specializing in paper reels. It focused on the centre of gravity of loads judged to be vulnerable to rollover on the basis of the laws of physics and accident reports. A series of road trials were carried out with laden trucks, during which acceleration vectors and other parameters were measured. The analysis included examining the effect of natural oscillations and identifying instability factors such as load movement. Little evidence was found to support any major change in existing best-practice, except for the highest loads where there was an inherent rollover risk. The rollover risk may be eliminated by good driving augmented by maximum speed recommendations on sharp bends and roundabouts.

These recommendations have been developed in light of technical progress, the advent of new substances and building materials, the exigencies of modern transport systems and the need to protect persons, equipment and the environment. They do not apply to the transport of dangerous goods in bulk which are subject to special regulations. The recommendations are presented in the form of models, which consist of a basic scheme of provisions that allow uniform development of national and international regulations governing various modes of transport, but which remain flexible for accommodating any future special requirements. A project group "Transportation of dangerous goods" appointed by the German Federal Ministry of Transportation, Construction and Housing has ascertained the requirements for research into the safety of dangerous goods transport by rail, inland waterways, and road, including combined modes of transport. Future research should focus on different aspects, including the modification of regulations, human factors, containers, vehicle technology, cargo security, transport interfaces, rescue operations and research management.

CIS 00-1522 Health and Safety - The Transport of Dangerous Goods (Safety Advisers) Regulations 1999 [United Kingdom]
These Regulations implement in British legislation the provisions of Council Directive 96/35/EC of 3 June 1996 on the appointment and vocational qualification of safety advisers for the transport of dangerous goods by road, rail and inland waterway (CIS 98-407). It requires (with certain exemptions) the employer to appoint a safety adviser whenever dangerous goods are transported: such an expert must have appropriate qualifications and training. The Regulations modify the 1966 Carriage of Dangerous Goods (Classification, Packaging and Labelling) Regulations, the Use of Transportable Pressure Receptacles Regulations 1996 (see CIS 97-377), the Carriage of Dangerous Goods by Road Regulations 1996 (see CIS 97-1081) and the Carriage of Explosives by Road Regulations 1996 (see CIS 97-375).

The risks in rail transport of dangerous goods - Synthesis of risk studies
Although the safety record of rail transport of dangerous goods is in general excellent, some recent accidents in Europe have led to major concerns on the part of the railway administrations and the International Union of Railways. The Technical Research Institute of Netherlands Railways was asked to analyse risk studies for the rail transport of dangerous goods. These safety studies were carried out for various reasons: railway safety, emergency planning, external safety, protection of the environment, land use planning, comparison with the safety of other modes of transport, emergency response, cost/benefit analysis of safety measures, safety management, and development of the regulations for the transport of dangerous goods.

Rail transportation of hazardous materials in the United States
Rail transportation of hazardous materials in the United States is recognized to be the safest method of moving large quantities of chemicals over long distances. Continuous improvements in rail equipment, container design and construction, and inspection and maintenance methods have resulted in steady reductions in the numbers of derailments, spills, leaks and casualties while the volume of traffic has increased. Research into safety improvements is sponsored by industry and government and much is carried out by the Transportation Technology Center, Inc. (TTCI), a subsidiary of the Association of American Railroads. TTCI also maintains important safety and training services for carriers, shippers, and manufacturers of hazardous materials containers.
