Occupational safety and health professionals asked the IRSST to help them explain the fork lift truck stability concepts that they teach to operators. These concepts are complex, abstract and not easy to learn. A participatory approach guided by a professional instruction specialist and involving 13 experienced instructors from various organizations was adopted, the process being also accompanied by ergonomists and by a specialist in vehicle dynamics. Meetings and work sessions allowed the stability concepts to be addressed, as well as a new instructional environment to be developed. The apprentice fork lift truck operator thus becomes the centre of the pedagogical process, with the instructor being the person promoting his link to the learning objective via various operator activities. As a result of this study, four main activities have been defined and various tools available to instructors are hosted on a website.

A systematic review of the effectiveness of occupational health and safety training
The objective of this literature survey was to examine whether occupational safety and health (OSH) training has a beneficial effect on workers. Ten bibliographic databases were searched for pre-post randomized trial studies published in journals between 1996 and November 2007. Training interventions were included if they were delivered to workers and were concerned with primary prevention of occupational illness or injury. The methodological quality of each relevant study was assessed and data was extracted. The impacts of OSH training in each study were summarized by calculating the standardized mean differences. Twenty-two studies met the relevance criteria of the review. They involved a variety of study populations, occupational hazards and types of training. Strong evidence was found for the effectiveness of training on worker OSH behaviours, but insufficient evidence was found of its effectiveness on health. Implications of these findings are discussed.

This report presents an overview of the Institute's activities during 2009 in the field of the prevention of occupational accidents and diseases, grouped under the ten following headings: occupational cancers; biological agents; low back pain; chemical exposure; psychosocial risks; nanotechnologies; work equipment and machinery; electromagnetic fields; ionising radiation; teaching OSH. The details of how the Institute is organised and of how it acts (assistance, training, research, information, public and international relations) make up the remainder of the publication. The main scientific research findings in 2009 are also summarized. In 2009, 121 studies were conducted by the scientific and technical divisions of INRS. In 2009, chemical hazards, including fields such as toxicology, metrology and process engineering, represented 36% of the research activity. Also, activity on nanoparticles increased markedly, with 10% of the total hours worked.

Study on workers' evacuation in an industrial company
The purpose of this study was to evaluate the influence of training on the workers' behaviour, and consequently on their evacuation time, in case of an emergency. Three fire drills were undertaken, during which several parameters were recorded: time taken by the first worker to reach the section meeting point; time taken by the last worker to reach the meeting point; average age of the workers in each section; number of workers in each section; average distance of each section from the corresponding meeting point. Despite the scarcity of data, it was observed during the last fire drill that there was a better attitude towards fire risk and an increased awareness of safety issues. The workers' age as well the number of workers appeared to have no influence on the evacuation time.

Examples of evidence-based approaches in accident prevention
The term "evidence" is most widely used in legal and scientific contexts in the sense of information that would tend to establish a fact. The evidence-based practices used in medicine are now being applied in other fields, including occupational safety and health (OSH). In Germany, several projects have been implemented relying on the evidence-based model, resulting in reduced accident levels. This article reviews evidence-based approaches in OSH and illustrates them with two examples: safety devices reducing needle-stick injuries among health professionals and a preventive training programme reducing occupational injuries in the metal and glass industries.

Enabling youth to advocate for workplace safety
Work-related injury rates for Canadian youth (ages 15-24) are alarmingly high compared to adult workers even though youth are less likely to be performing hazardous jobs. This paper reports on a document analysis of youth workplace safety education initiatives sponsored by national and provincial/territorial governmental and non-governmental agencies. Web-based documents were analyzed through the theoretical lens of self-advocacy. The self-advocacy framework highlights how youth can be agentic in altering high-risk workplaces by publicly articulating their own interests, needs, and rights; thus, self-advocacy is a critical component in studying educational programs for youth safety. The analysis revealed that instruction on workplace safety identifies safety issues to workers and tells youth to work safely but does little to promote self-advocacy in young workers.

The "Good Work, Good Health" project was aimed at defining good practices on how to improve mental wellbeing of workers. A working group examined the scientific literature on mental health at work as well as policies and practices of a panel of representative European organizations in the telecommunication industry. These good practice guidelines are based on the results of the project. A program for Thai rubber tappers to improve the cost of occupational health and safety
The objective of this study was to evaluate the effectiveness of an occupational safety and health programme among rubber tappers involving training on self-care in order to reduce and prevent work-related accidents, injuries and illnesses. Data on costs for healthcare, prevention and treatment of work-related accidents, injuries and illnesses were collected among 49 rubber tappers by means of interviewer-administered questionnaires. It was found that after the implementation of the programme, there were significant reductions in the proportion of the injured subjects, the level of pain and treatment costs. The programme significantly raised health awareness among the tappers and in the community.

CIS 10-0211 Building WSH competencies in Singapore
More needs to be done to help Singapore achieve the new target to reduce work fatality rate to 1.8 per 100,000 workers by 2018. At each level - workers, supervisors and employers - efforts need to be put in to raise the abilities at the workplace to keep themselves and their colleagues safe. To effect this, the Workplace Safety and Health (WSH) Council has developed a strategy paper entitled "Building WSH Competencies in Singapore", focusing on two main areas: equipping stakeholders with the right skills and capabilities; building strong supporting institutions to guide the identification and development of such skills and capabilities.

This publication is a compilation of the many good OSH practices in terms of national OSH frameworks, enforcement, outreach, training and research developed in recent years in ASEAN (the Association of Southeast Asian Nations) member countries. These examples were first presented during the ASEAN-OSHNET Workshop on Good OSH Practices in Singapore in February 2009. The ASEAN-OSHNET functions to help member countries achieve better OSH performance. Under the ASEAN-OSHNET Plan of Action, adopted in 2007, all member countries aim to develop a national OSH profile and implement national OSH strategies or programmes by 2012.

Developing the WIND training programme in Asia
This report documents and analyses the course of the development of the WIND training programme in Vietnam and also the efforts of other countries in Asia. OSH in the school curriculum: requirements and activities in the EU Member States
To underpin occupational safety and health (OSH) education in schools and colleges, it is necessary to formalise it in curriculum requirements. This report reviews how the Member States are including OSH and risk education in their national curricula. It shows that there is considerable progress and activity in this respect at both primary and secondary education levels in terms of both implemented and planned actions in the Member States. Actions to include OSH in education at the curriculum level include: statutory requirements; voluntary curricula; guidelines and resources to support the statutory requirements and voluntary curricula; formal recommendations; national guidance and resources in cases where no curricula have been set; and promotional campaigns to support the above.

Training health and safety committees to use control banding: Lessons learned and opportunities for the United States
Control banding (CB) strategies are designed to control workplace chemical exposures after the completion of a qualitative risk assessment. Joint labor/management teams and individuals from 34 workplaces attended a control banding workshop and learned how to use a specific CB model, that of HSE's COSHH Essentials Toolkit (see CIS 00-675). Follow-up workshops, questionnaires, site visits and case studies were used to evaluate the effectiveness of this CB approach. It was found that that the model is easily learned, although several areas for improvement were identified.

Youths operating all-terrain vehicles - Implications for safety education
All-terrain vehicle (ATV) use has increased in recent years. ATV injuries and deaths have also increased, particularly among youth. This article describes a survey taken during a farming convention aimed at identifying safety-related behaviors, injuries, and effects of ATV safety training among youth. There were 624 participants aged 12 to 20 with a median age of 16; 56% were male and 69% lived on a farm. Data were collected on whether or not the young persons had received safety training, took passengers, wore helmets, drove on unpaved roads and had been involved in accidents. Gender differences were found in behaviors and injury rates (males 37%, females 20%). ATV safety training appears to improve behaviours. Gender differences in operation, behaviors and injuries should be considered in ATV safety training.

A method for assessing health and safety management systems from the resilience engineering perspective
This article introduces an innovative method for assessing health and safety management systems. It brings together the structural approach, the operational approach and the performance approach. It takes into account the resilience engineering perspective, based on four factors (flexibility, learning, awareness and top management commitment). The method was tested in a case study carried out in a factory producing automobile exhaust systems in Brazil.

Pulmonary barotrauma in divers during emergency free ascent training: Review of 124 cases
The objective of this study was to evaluate the risks of pulmonary barotraumas (PBT) or arterial gas embolism (AGE) associated with normal recreational dives, training dives, and emergency free ascent (EFA). All diving accidents treated at the Centre for Hyperbaric Oxygen Therapy (Brussels, Belgium) from 1995 to 2005 were reviewed. Data on the average number of dives performed and the proportion of training dives were obtained from the major Belgian diving associations. A total of 124 divers were treated, of whom 34 were diagnosed with PBT. Of those, 20 had symptoms of AGE. In 16 of those, EFA training exercise was deemed responsible for the injury. The association between EFA training and PBT proved to be very significant, with an odds ratio of 11.33. It was found that training dives carry a 100 to 400 times higher risk, and an ascent training dive a 500 to 1500 times higher risk for PBT than a non-training dive.

The effects of an office ergonomics training and chair intervention on worker knowledge, behavior and musculoskeletal risk
A field intervention study was undertaken to examine the effects of office ergonomics training coupled with the supply of an adjustable chair on office workers' knowledge of musculoskeletal risks. A total of 216 office workers were assigned to one of three groups: a group receiving the training and adjustable chair, a training-only group, and a control group. Pre and post-training knowledge tests were administered to all those who attended the training. Body postures and workstation set-ups were observed before and after the intervention. Perceived control over the physical work environment was higher for both intervention groups as compared to workers in the control group. Significant improvements in ergonomic knowledge and behaviour were observed for the intervention groups, who also had lower musculoskeletal risks than the control group. However, the effect of the chair was non conclusive.

Evaluation of a participatory ergonomic intervention process in kitchen work
This study evaluated a participatory ergonomic intervention process applied in 59 kitchens of schools, nursing homes and care centres in Finland. Workers participated in workshops, and generated and evaluated solutions to optimize musculoskeletal load in their work. An ergonomist initiated and supported the process. By the end of the programme, 402 improvements were implemented.

The prevention of occupational hazards as seen by employees

This document presents a summary of the findings of a survey on working conditions and occupational hazards in France. In 2005, 31% of employed persons claim to have received either information or training on the health hazards of their work: 20% in SMEs with less than 50 employees and twice that proportion in large enterprises employing more than 1000 workers. The information is more systematic for workers holding hazardous jobs, in enterprises with safety and health committees and in enterprises having adopted forward-looking organizations structures. Supervisors and occupational physicians represent the main source of information for workers. 83% of workers received a medical examination by an occupational physician in the two years preceding the survey. However, workers on short-term contracts or employed on a part-time basis are less frequently examined by the occupational physician. Women appear to benefit less from occupational safety and health measures than men.
