CIS 91-1084 Cranes: inspection and tests [Netherlands]

Under article 141 of the Safety Decree for Factories and Workshops 1938 (V.B.F.), cranes with a safe working load of two tons and above have to be examined and tested for reliability and safe operation. These tests have to be carried out by an expert, before first use and periodically. This directive (revision of CIS 85-307) contains information about the safety rules required by law.

Status of occupational health in Nigeria
This article presents at length an overview on the status of occupational health in Nigeria. The small industrial base and high unemployment rate, antiquated production processes and protective equipment, lack of training facilities and statutory regulations or standards for occupational exposure make the status of occupational health in this country predictably low. The trade union organisations are of little help to industrial workers. The Factory Inspectorate statutorily charged with workplace monitoring has fewer than 30 inspectors and practically no logistic support. The role of the International Labour Office in occupational health promotion for working populations in Nigeria is considered.

This is the 2nd edition of a book first published in 1971 as Inspection of Chemical Plant. The first half of the book deals with testing and inspection of specific types of plant and materials and includes chapters on: materials testing; boilers and pressure vessels; pipes, pipework and valves; lined vessels and protective coatings; hazardous environments; refrigeration and cryogenics; mechanical pressure systems and vacuum plant. This is followed by an analysis and explanation of the different inspection and testing techniques during both commissioning and operation and includes chapters on non-destructive testing and leak-testing techniques. The goal of total quality assurance is discussed and a comprehensive review provided of the legal framework.

Noise labelling and legislation
Noise labelling requires that manufacturers and retailers of certain categories of equipment must inform potential customers of the noise emitted by the equipment during a prescribed test. Labelling also serves health authorities, employers, industrial hygienists and others through a requirement that manufacturers must supply particular noise information prior to point of sale. Considerable work on international standardisation has already been carried out as well as independent work in Australia and some European countries. In order to ensure that noise labelling can function effectively, there must be a clearly defined noise descriptor linked to a clearly defined measuring method, and a methodology for the verification of labelled values. There must be continuing public education on labelling and consumer rights, and where possible, legislation should favour manufacturers of low-noise products.

These guide-lines were adopted by a tripartite ILO meeting of experts held in Geneva during October 1989. They are intended to assist ship inspectors, labour inspectors and others concerned with labour and social conditions on board ship to carry out examinations or inquiries. National laws and regulations or agreements between shipowners and seafearers relating to seafarers' labour and social conditions, laid down in conformity with the provisions of Convention No. 147, must be observed by both national and foreign flagships calling at their ports. Annex I contains substantive provisions of the Merchant Shipping (minimum Standards) Convention, 1976 (No.147) Annex II contains substantive provisions of the labour inspection (Seamen) Recommendation, 1926 (No.28).

Mortality among United States coast guard marine inspectors
Work history records and fitness reports were obtained for 1767 marine inspectors of the U.S. Coast Guard between 1942 and 1970 and for a comparison group of 1,914 officers who had never been marine inspectors. Marine inspectors and noninspectors had a deficit in overall mortality compared to that expected from the general U.S. population. Deficits occurred for most major causes of death, including infectious and parasitic diseases, diseases of the digestive and urinary systems, and accidents. Marine inspectors had excesses of cirrhosis of the liver and motor vehicle accidents and cancers of the lymphatic and hematopoietic system, whereas noninspectors had deficits for these causes of death. The SMRs rose with increasing probabiity of exposure to chemicals for motor vehicle accidents, cirrhosis of the liver, liver cancer, and leukaemia, which suggests that contact with chemicals during inspection of merchant vessels may be involved in the development of these diseases among marine inspectors.

Trends in occupational accidents and diseases in Yugoslavia in 1988

The numbers of accidents (233,689) and fatalities (433) recorded in Yugoslavia in 1988 were lower than in 1987 (273,449 and 524, respectively), whereas the number of cases of work-related disease increased from 3388 in 1987 to 5158 in 1988. Since 1984, the trend in all 3 statistics has been downward. In 1988, 5,289,833 workdays were lost; the figure for 1987 was 6,099,044. Workers' organisations invested more in occupational safety than in previous years, and the qualifications of those workers responsible for workplace safety were improved. These figures are broken down by republic and autonomous province for 1987 and 1988. The activities of inspectors and their findings are also presented.

CIS 90-18 Recommendations on the transport of dangerous goods [United Nations]

These recommendations have been developed by the United Nations Committee of Experts on the Transport of Dangerous Goods and its subsidiary bodies in the light of technical progress, the advent of new substances and materials, the exigences of modern transport systems and, above all, the requirement to ensure the safety of people, property and the environment. They are addressed to governments and international organisations concerned with the regulation of the transport of dangerous goods. Among other aspects, the recommendations cover principles of classification and definition of classes, listing of the principal dangerous goods, general packing requirements, testing procedures, marking, labelling or placarding, and shipping documents. There are in addition special recommendations related to particular classes of goods. Nevertheless, they do not apply to dangerous goods in bulk which, in most countries, are subject to special regulations.

CIS 89-2062 Wheeled tractors for agriculture and forestry - Protective structures - Dynamic test method and acceptance conditions

This International Standard specifies a dynamic test method and the acceptance conditions for protective structures (cab or frame) of wheeled tractors for agriculture and forestry. It applies to tractors having at least 2 axles for pneumatic-tyred wheels, with or without track attachments, and with a basic mass of 800 to 6000kg. The minimum track width of rear wheels should generally be greater that 1150mm. It is recognised that there may be designs of tractors, for example, lawn mowers, narrow vineyard or low profile tractors used in low buildings with limited overhead clearance, orchards, etc., stilt tractors and certain forestry machines such as forwarders, for which this International Standard is not appropriate.

According to a new ordinance in Germany (Fed.Rep.), effective 1 Jan. 1988, X-ray equipment used in medicine for diagnosis must undergo acceptance tests. They must be followed up by regular inspections at five-year intervals. The cost of these tests for various X-ray units and the addresses of organisations and experts licensed to perform the tests are presented.

In 1987, there were 273,449 occupational injuries in Yugoslavia, 4678 fewer than in 1986. There were 524 fatal accidents and 3388 cases of occupational diseases. Accident and disease resulted in 5,935,669 and 163,375 lost workdays, respectively. These figures are broken down by republic and associated region for 1986 and 1987. The activities of inspectors and their findings are also tabulated.

They became effective on 1 Jan. 1989 and relate to pressure or vacuum vessels, open tanks and pipe systems for liquids or gases. These new directives are a revised and amended version of AFS 1986:9 (corrected in AFS 1987:5), which they replace. The main alterations are changed inspection and checking requirement for some types of pressure vessels. Contents: definitions; sales specifications; compliance testing (new, repaired, and modified equipment); welders' qualifications; application for authorisation of heat treatment; verification of calculations and final testing; checks to be made by the manufacturer; periodic inspections; special provisions concerning welded vessels. Safety and test requirements for electric detonators in pressurised gas systems subject to licensing

Electric blasting caps are used in halogenated hydrocarbon extinguishing systems for rapid release of the fire extinguishing agent. According to the Federal German Explosives Act, an operating licence must be obtained for them, which is granted after extensive compliance tests. Test methods and test equipment applied in compliance testing as required by law or recommended in the directive on pressurised gas systems are described.

These recommendations have been developed by the United Nations Committee of Experts on the Transport of Dangerous Goods and its subsidiary bodies in the light of technical progress, the advent of new substances and materials, the exigences of modern transport systems and, above all, the requirement to ensure the safety of people, property and the environment. They are addressed to governments and international organisations concerned with the regulation of the transport of dangerous goods. Among other aspects, the recommendations cover principles of classification and definition of classes, listing of the principal dangerous goods, general packing requirements, testing procedures, marking, labelling or placarding, and shipping documents. There are - in addition - special recommendations related to particular classes of goods. Nevertheless, they do not apply to dangerous goods in bulk which, in most countries, are subject to special regulations.

Test methods are identified by a letter for the test series (series A - G) followed by a number indicating the sequence in each series.

CIS 91-1858 Study on labour inspection in socialist countries of Europe
Comparative study of the labour inspection systems in effect in the following countries of Eastern and Central Europe in 1987: Bulgaria, Czechoslovakia, the German Democratic Republic, Hungary, Poland, Romania and the USSR. In four of the seven countries surveyed, exclusively state inspection services operated; in 2 countries state and trade union inspection services operated simultaneously; and in one country all labour inspection powers, except those concerning occupational health, were allocated to trade unions. The report provides an historical brief on the adoption of labour inspection systems, and discusses the general concept of supervision within the labour protection system, the role and organisation of the labour inspection system, inspection powers, staff and training and the social labour inspection system.
