This guide aims to assist inspectors and others in meeting the specific requirements for an AHERA reinspection of asbestos-containing building materials in elementary and secondary schools and provides guidance for improving the accuracy and quality of information available about these materials during the reinspection. Effectiveness of the intervention process of the Labour Inspectorate: The development of methods for measuring results

Report of a study on the effectiveness of the intervention process by the Dutch Labour Inspectorate. The aim of this study is to develop methods for assessing the working procedures of the Labour Inspectorate, in order to enable it in the future to determine the effectiveness of its activities. In this report the procedures and the results of inspections in the metal products industry are described for three districts of the Labour Inspectorate. The results do not allow the development of a single protocol. However, a number of tools could be established that might assist in a systematic and uniform assessment of the intervention processes. Examples of questionnaire surveys used in the evaluation process are included in the appendix.

The Labour Inspectorate at the shopfloor level

This report aims to give a systematic description and analysis of the motives, procedures and results of interventions by the Dutch Labour Inspectorate in enterprises. Attention is given to: background and description of the study (including discussion of a number of policy developments and previous studies in this field); procedures and motives of visits by Labour Inspectors; evaluation of health and safety problems; control measures. From the results of this study it can be concluded that the majority of enterprises where the Labour Inspectorate finds shortcomings with respect to the working environment take corrective measures relatively quickly. However, in many cases there is a lack of self-initiated activities in companies with respect to a structural approach in improving the working environment.

Safety by inspection
Methods are described for ensuring that the workplace and its equipment receive regular scrutiny in order to discover hazards and assess risks. These include: safety audits in which every feature of the operational system is carefully scrutinised in order to identify all the loss factors (accident causes) within the workplace and to minimise and eliminate them; safety surveys in which a specific area of concern is examined in depth; routine schedules safety inspections of individual plants, departments, sections or work sites; safety tours; safety sampling; theme inspections; and inspection of documents.

Analysis of OSHA inspection data with exposure monitoring and medical surveillance violations
US Occupational Safety and Health Administration (OSHA) inspection data from the Integrated Management Information System (IMIS) enforcement database are presented for lead, ethylene oxide, and formaldehyde for fiscal years 1985, 1987, and 1989, and are discussed with emphasis on exposure monitoring or medical surveillance section violations. These data suggest that the exposure monitoring section of these standards is more commonly used to cite workplaces below these standards than is the medical surveillance section. Medical surveillance violations more commonly resulted in fines, but there were no differences in the magnitude of the fines for exposure monitoring or for medical surveillance violations. Implications of these findings are discussed.

This report reviews the work of local authorities in Great Britain during 1990/91 and highlights some of the major initiatives carried forward by the Health and Safety Executive/Local Authority Enforcement Liaison Committee (HELA). Part 2 contains case studies of some fatal accidents which occurred in the LA enforced sector and special studies of accidents in warehouses and to peripatetic workers. Part 3 includes accident statistics and their analysis along with information about the LA enforcement activity.

Exposure of vehicle inspectors and repairmen to benzene and other extremely volatile aromatic hydrocarbons

In 18 vehicle repairmen and 14 vehicle inspectors the levels of benzene, toluene, ethylbenzene and o-, m- and p-xylene in venuous blood were measured. Compared with the control group of 30 residents of a suburban area the vehicle repairmen had significantly elevated benzene and toluene concentrations. The vehicle inspectors, too, had elevated levels in comparison to the control group. All levels were below the limits valid in the Federal Republic of Germany.

OSHA policy changes needed to confirm that employers abate serious hazards
This report discusses the results of a review of OSHA's activities in confirming the abatement of occupational hazards. OSHA's policies and procedures in this area were found to be inadequate in two respects. It is recommended that OSHA promulgate a regulation requiring employers to submit detailed evidence of what corrective actions have been taken to abate hazards, and that it revise its policies so that employers at construction worksites are required to correct the condition, equipment or procedure creating the hazard rather than just eliminate the hazard at the inspected site.

Update of the "Orange Book" abstracted in CIS 90-18. These recommendations have been developed by the United Nations Committee of Experts on the Transport of Dangerous Goods in the light of technical progress, the advent of new substances and materials, the exigences of modern transport systems, and the requirement to ensure the safety of people, property and the environment. They are addressed to governments and international organisations concerned with the regulation of the transport of dangerous goods. Among other aspects, the recommendations cover principles of classification and definition of classes, listing of the principal dangerous goods, general packing requirements, testing procedures, marking, labelling or placarding, and shipping documents. In addition, there are special recommendations related to particular classes of goods. The recommendations do not apply to dangerous goods in bulk, which, in most countries, are subject to special regulations.

This technical note is an extension of the order of 9 Oct. 1987 (see CIS 89-384) relating to the measurements and controls a labour inspector may prescribe in workplaces. It describes possible courses of action open to the labour inspector in the event of non-compliance with reference values. In particular, it covers the problem of plant design, acceptance and follow-up (specifications, regular inspection). It also provides additional information on pollutant exhaust, air recirculation and the procedure for issuing formal notices as provided for in the Order.

Article 15 of the Decree of 2 October 1986 (see CIS 87-50) relating to the protection of workers against the dangers of ionising radiation requires the employer to supply specific information to the labour inspector. The circular of 30 Oct. 1990 provides details on the contents of this information. In the case of an electrical X-ray generator or a natural radioactive substance this information should include the characteristics of the source and the preventive measures to be adopted. In the case of man-made radioactive substances, the employer must give the labour inspector full details about his licence to use or manufacture them. The circular also lays the procedure to be followed when an employer stops using ionising radiation. Appendix: specific licensing conditions for sealed sources.

Prevention of overexertion injuries by means of directed investigations of reported occupational injuries - Interim report: The Labour Inspectorate's investigations of reported occupational injuries

In a joint project the National Institute of Occupational Health, the National Board of Occupational Safety and Health and the Labour Inspectorate in Sweden evaluated whether reported occupational overexertion injuries can be used as starting points for prevention. In this report the risk evaluations in 92 cases, performed by 15 labour inspectors (LI) are presented. The risk factors identified most frequently were manual handling of loads and workplace lay out. Inspection notices were given in 20 of 92 inspections only. A majority of the LI found a reported occupational injury to be a valuable starting point for inspection work. At an evaluation after 15-18 months, the employer had taken measures and successfully reduced ergonomic risk factors at 21 individual work places.

Trends in occupational injuries and diseases in Yugoslavia in 1989

The number of lost work days dropped from 5,690,865 in 1988 to 5,149,742 in 1989. There were also decreases in the numbers of occupational accidents (from 233,689 to 199,015) and diseases (from 5,158 to 4,258), but the number of fatalities rose from 433 to 527 (including deaths on the way to and from work). The figures are broken down by republic/autonomous province for 1988 and 1989. Activities of the labour inspectorate are also described.

Labour inspection in the construction industry
The objective of this study was to give an account of the main aspects of the organization and functioning of labour inspection systems within the construction industry of various countries. Data were supplied by the countries themselves, based on a questionnaire prepared by the ILO. Topics addressed: types of problems encountered by labour inspection services in the construction industry (conditions of work, occupational hazards); types of inspection; participation of industry representatives in labour inspection; operational methods of labour inspectorates in the construction industry.

Dangerous premises. An insider's view of OSHA enforcement
