The use of tacit knowledge in occupational safety and health management systems
A systematic approach to occupational safety and health (OSH) management and concepts of knowledge management (KM) have developed independently since the 1990s. Most KM models assume a division of knowledge into explicit and tacit. The role of tacit knowledge is stressed as necessary for higher performance in an enterprise. This article reviews literature on KM applications in OSH. Next, 10 sections of an OSH management system (OSH MS) are identified, in which creating and transferring tacit knowledge contributes significantly to prevention of occupational injuries and diseases. The roles of tacit knowledge in OSH MS are contrasted with those of explicit knowledge, but a lack of a model that would describe this process holistically is pointed out. Finally, examples of methods and tools supporting the use of KM in OSH MS are presented and topics of future research aimed at enhancing KM applications in OSH MS are proposed.

This Internet page presents a digital training package - ILO Construction Occupational Safety and Health (OSH). It provides tutors with the materials required to plan, create and deliver a construction safety and health course built to the needs of the participants. The information is structured in a highly flexible, modular format which enables its use in varied training scenarios including one-day seminars, night classes or week-long courses. The package is relevant to a global audience and is designed to be applicable in differing political, cultural, and legal environments. It is targeted at four main construction sector actors: workers, clients, contractors and design and project management teams. Four model courses are provided - one for each of these groups -comprising thematised modules, PowerPoint resources, visual materials, toolbox briefings and an extensive knowledge base for further reference. Evaluation of occupational disease surveillance in six EU countries
Registries of occupational diseases in various European countries differ considerably in criteria for notification and recognition, statistical data provided and the legal and social security context. Therefore, figures on occupational diseases are not comparable between countries and are often regarded as not reliable even within a country. Still, registries of occupational diseases are an important source for policy on occupational safety and health. The objective of this study was to evaluate registries of occupational diseases in European (EU) countries for their ability to provide appropriate information for preventive policy. Contact persons of national registries for occupational diseases in six countries were sent a questionnaire on the objectives of their registry and on the quality of monitoring time trends and alerting to new risks. An auditor then visited each contact person, discussed the completed questionnaire and sent a draft audit report to the contact person for verification. Two reviewers then established a quality score based on the verified audit report. The results of the audit were sent to each contact person, who was asked to evaluate the usefulness of the audit instrument for future quality improvement of the registry. The overall conclusion is that registries in EU countries do not adequately monitor existing occupational diseases or adequately alert to newly occurring occupational diseases. There is an urgent need to improve the education and participation of notifying physicians.

The objective of this study was to evaluate the degree of workplace appropriation and application of the prevention advice stated in the guide, to identify possible obstacles to the use of such instructional material and to orient safety and health professionals in the development of their training programs.

This factsheet summarizes the findings of an Agency report on safe maintenance. Buildings and machinery become unsafe if they are not maintained properly. Yet maintenance can be a high-risk activity. Safe procedures for maintenance operations should be part of companies' safety management systems. This is more likely to happen if there is management commitment, employee involvement, effective risk assessment, good communication, safety training and effective use of more than one preventive measure. Many companies consider maintenance operations at the design stage of buildings and equipment to help eliminate risks during future maintenance operations. Examples of good practices implemented by a large chemicals manufacturer in Germany and a Belgian power station are included. Japanese experience of hydrogen sulfide: The suicide craze in 2008
Most of hydrogen sulfide poisoning in Japan involved industrial accidents. However, since January 2008, a burgeoning of suicide attempts using homemade hydrogen sulfide gas has become evident. By April 2008, the fad escalated into a chain reaction nationwide. Mortality of the poisoning was very high. There were 220 cases of attempted gas suicides during the period of March 27 to June 15, killing 208. An introduction of new method of making the gas, transmitted through message boards on the internet, was blamed for this "outbreak". The new method entailed mixing bath additive and toilet detergent. The National Police Agency instructed internet providers to remove information that could be harmful. Of the victims of the fad in 2008, several cases were serious enough that family members also died. Paramedics and caregivers were also injured secondarily by the gas.

Surveillance of fatal occupational injuries in France: 2002-2004
Insufficient use is made of available information about workplace and commuting accidents covered by social insurance workers compensation funds in France. This study sought to determine whether these data could be used to calculate national indicators for surveillance of fatal occupational injuries for 2002-2004. The number of deaths, mortality rate and years of potential life lost from workplace and commuting accidents were calculated by sex, age, economic activity and cause of accident for employees by collecting data from eight social insurance funds in France. The number of deaths, the mortality rates, and the attributable fraction of accidental deaths due to work were estimated for both employees and self-employed workers. The mortality rate from workplace accidents (6.0 per 100,000) increased with age among men and was especially high in three sectors: agriculture-forestry-fishing, transportation, and construction. Other findings are discussed.

Preventing injuries and deaths from skid-steer loaders [en inglés]
Skid-steer loaders are commonly used in agriculture, construction, and general industry for materials handling and excavating. Various studies suggest that employers, supervisors and workers may not fully appreciate the potential hazards associated with operating or working near skid-steer loaders and they may not follow safe work procedures for controlling these hazards. This information sheet describes six deaths involving skid-steer loaders and recommends methods for preventing similar incidents. A summary of the main precautions in Spanish is included.

Compared to 2008, the number of occupational accidents in France in 2009 decreased by 7.5%, with a corresponding decrease in the frequency index from 24.7 to 23.4 accidents per 1000 employees. While fatal occupational accidents had already seen a sharp decrease of 8.5% in 2008, they decreased by a further 5.4% in 2009. Occupational diseases increased by 8.7%, reaching 49,341 recorded cases in 2009. Commuting accidents involving a loss of work time increased by 6.8%, while commuting accident fatalities declined by 8.0%. This article presents these statistics by main sector of activity.

Occupational diseases and work-related health problems (such as asbestosis, cancer, hearing problems, and musculoskeletal disorders) are prevalent among workers involved in maintenance activities. Maintenance workers are also at risk of all types of accidents. EUROSTAT data from five EU countries indicate that at least 15-20% of all accidents and 10-15% of all fatal accidents are related to maintenance operations (in 2006). It is essential to implement appropriate risk assessment procedures for maintenance operations, as well as employing adequate preventive measures to ensure the safety and health of workers involved in maintenance activities.

As a sequel to the First occupational safety and health plan 2005-2009, the 2nd occupational safety and health plan for the years 2010 to 2014 (PST2) has two main objectives: firstly to reduce exposures to risks of occupational accidents and diseases; to fulfill this objective, two specific goals are assigned for the plan period, namely a stabilization of the cases of occupational diseases and a 25% reduction in the number of occupational accidents. The second objective consists of developing an active occupational safety and heath policy against clearly-identified hazards and targeting the most vulnerable sectors and worker populations. This document presents the global PST2 plan. Contents: improving awareness in occupational health; encouraging active occupational safety and health programmes, particularly in SMEs and microentreprises; overseeing the plan, communications, development and diversification of tools.

In Spain 60% of the accidents occur in enterprises with less than 50 employees. SMEs account for 98% of the companies and employ almost 80% of workers, hence the importance of setting-up an occupational safety and health (OSH) system within SMEs. OSH always implies a profit because it reduces the risk that employees suffer from occupational accidents. Since this does not suppose a loss of money, the term of "expenditure" should not be associated to OSH.

One of the objectives of the Spanish occupational safety and health strategy (see CIS 08-545) is to implement safety and health training at all levels of education. The national training plan foresees, in addition to the training of specialists, heads of enterprises and trade union representatives, the integration of this training as part of compulsory education, university education and vocational training. Certificates will be awarded for these courses.

2010 is a crucial year for the shaping of the Spanish occupational safety and health strategy for the years 2007 to 2012 (see CIS 08-545). March and September, especially, are two important months for the consolidation of the project: the newly adopted Royal Decrees 337/2010 and 404/2010 will allow to fulfill most of the measures of the objectives 1 and 2 of the strategy, namely to improve the implementation of regulations within SMEs and to improve the quality and efficacy of the occupational safety and health system. Furthermore, the National safety and health training plan will be implemented at all levels of education.

Controlled readability of Seveso II company safety documents, the design of a new KPI
Companies often use a substantial quantity of safety-related documents such as the front gate safety flyer, emergency evacuation instructions, work permits, safety procedures, work instructions and policy statements. In many cases the personnel magazines and message board notes also contain safety information. The authors and readers may not be in the same department, premises or cultural group. Previous research has found that Seveso II companies produce documents that are difficult for their workforce and visitors to understand. Authors do not write systematically to match the reader's skill level. So, without useful feedback, many authors cannot write sufficiently readable documents; to overcome this threshold, they need a quick document readability assessment tool. With such a tool, readability can become a controlled property of safety documents. Large companies may use hundreds or thousands of documents containing safety information. This paper presents a practical approach for the transition to, and monitoring of, controlled readability for all documents related to safety. A new key performance indicator (KPI) design on readability is proposed.
