All workers are exposed to a number of risks, most of them preventable in a collective manner, but in cases where these measures are not sufficient, the use of personal protective equipment (PPE) becomes necessary. These items are intended to be carried or worn by workers to protect them from risks that may threaten their safety or health in the workplace, but are however themselves also capable of creating their own effects on the safety and health of workers. For this reason, occupational physicians should monitor the health of workers, assessing the personal factors that might hinder the use of PPEs, inform and train workers on all matters relating to their use, choose the appropriate PPE for each worker and, above all, follow up to detect possible effects of the use of PPE, thus avoiding their nonuse.

Maintenance process: Experience feedback for risk factors
Processus de maintenance: retour d'expérience sur les facteurs de risques [en francés]
Despite a trend towards an overall fall in the numbers of occupational accidents involving work equipment, maintenance is increasingly viewed as a risk-related activity. This article proposes a number of thoughts on the criticality of maintenance operations, based on a state-of-the-art study, supported by accident statistics. It then proposes a maintenance process analysis with a view to optimising identification of risk factors associated with these activities. This process analysis resulted in a generic model of a maintenance operation and its associated risk factors which formed the basis for a questionnaire-based experience feedback.

The impact of prevention measures and organizational factors on occupational injuries
Based on a sample of 213 Spanish industrial establishments, this study analyses the impact of organizational factors and risk prevention practices on occupational injuries. Results show that the emphasis on the innovative dimensions of prevention activities, the intensive use of quality management tools and the empowerment of workers are all factors contributing to reduce the number of injuries. By contrast, the implementation of flexible manufacturing processes is associated with higher accident rates.

Effects of transformational leadership on perceived safety climate: A longitudinal study
Transformational leadership consists of leading by example and motivating employees. Previous research has emphasised the importance of transformational leadership style in relation to occupational safety. However, much existing empirical evidence has been drawn from cross-sectional data, which does not allow causal interpretation of this relationship. The longitudinal study reported in this article involved a sample of 14 SMEs in North West England. Data were collected by means of questionnaires before and after a five-month safety training intervention. A significant lagged effect of transformational leadership style on employees' perceived safety climate was observed. In particular, the importance of motivation is highlighted. Practical implications for the design of safety interventions are discussed, and avenues for further research are proposed.

Qualitative evaluation of a framework for understanding the development of organizational safety culture
This article presents findings of a study aimed at understanding factors contributing towards safety culture in New Zealand, based on the case of a specific enterprise. An attempt was made to qualitatively determine the level of a number of safety culture parameters and to evaluate the effectiveness of a recently-published framework for understanding safety culture. Methods included a qualitative survey involving two focus groups and semi-structured interviews with management, employee and contractor respondents. Key findings included low levels of employee involvement in OHS, shortcomings in communication in all aspects of OHS and a poor reporting culture. The framework was found to be an excellent tool for analysing safety culture.

CIS 08-1078 Work-related musculoskeletal disorders: Prevention report
Musculoskeletal disorders (MSDs) are the most common work-related problem in Europe, with 25% of the EU-27 workers report suffering from backache and 23% complaining about muscular pains. First, there are preventive steps that have to be taken. But for workers who already have MSDs, the challenge is to maintain their employability, keep them working and, if necessary, reintegrate them into the workplace. The aim of this report was to evaluate the effectiveness of various interventions at the workplace and to provide practical examples with respect to successful prevention of MSDs. It focuses mainly on the developments that have taken place since the previous European MSDs Campaign in 2000.

Worthington puts wellness to work
This article describes the wellness promotion efforts of a steel processing enterprise employing around 8000 workers at 68 sites within the United States and in 10 other countries. At their headquarters, the company operates a gym, a medical centre and a pharmacy. It offers a choice of health care plan options and the chance to participate in a voluntary wellness programme. Employees who voluntarily participate in the programme first undergo a health screening. Participation involves monetary benefits in health insurance costs. Moderate and high-risk employees must acquire two points per quarter to maintain their presence in the programme. To earn points, participants can choose from a variety of options, such as completing an online healthy living programme, participating in the company wellness challenge or joining a weight management or smoking cessation programme. The company employs a dietician, who is on hand to help employees evaluate their food choices, convert recipes into healthier versions and promote smoking cessation. Two full-time personal trainers at the company's fitness facilities help employees develop exercise plans. Other features of the programme are discussed.

Automating health and safety processes creates value
This article deals with the use of business process automation (BPA) into the occupational safety and health area. In practice, technology-enabled BPA provides safety and health with the tools necessary to improve overall safety and health and prevent occupational injuries. For example, by ensuring that managers and supervisors are receiving regular reports on the effectiveness of current risk mitigation activities, those individuals can make changes to the jobs or processes that are driving injury-related losses. In addition, some of this information can be funneled directly to employees in the form of personalized communication and information about risk avoidance and mitigation, based on the level and type of risk each employee faces in a specific environment. This information empowers each employee to make behavioral changes independently without any expert intervention.

Voluntary or involuntary? Control over overtime and rewards for overtime in relation to fatigue and work satisfaction
This study aimed to examine whether the relationship between overtime and well-being is influenced by the voluntary vs. involuntary (i.e. compulsory) nature of overtime work and by the presence or absence of rewards for overtime. It also explored the prevalence of these types of overtime and how they were related to work and personal characteristics. A survey was conducted among a representative sample of 1612 full-time employees in the Netherlands. Variance analysis was used to compare rewarded and unrewarded, voluntary and involuntary overtime workers on personal and work characteristics, fatigue and work satisfaction. Findings are discussed. It is concluded that control over overtime and rewards for overtime are important for well-being. Moderate overtime work may not be a problem if it is done voluntarily. Moreover, the negative effects of compulsory overtime work may be partly offset by fair compensation.

CIS 08-977 Ergonomics for the prevention of musculoskeletal disorders - Guidelines for shipyards
A major component of OSHA's approach to ergonomics is the development of industry-specific and task-specific guidelines to reduce and prevent workplace musculoskeletal disorders (MSDs). These voluntary guidelines provide recommendations for shipyards to help reduce the number and severity of work-related MSDs, increase employer and employee awareness of ergonomic risk factors, eliminate unsafe work practices, alleviate muscle fatigue and increase productivity. In order to develop these guidelines, OSHA reviewed existing ergonomic practices in several shipyards, conducted site visits to observe these practices in action, and interviewed employees in shipyards. In addition, the Agency reviewed available scientific information regarding shipyard work activities that may benefit from implementing specific ergonomic solutions.

Miners' views about personal dust monitors
Coal workers' pneumoconiosis is the leading cause of death due to occupational illness among U.S. coal miners. This disease is caused by miners' exposure to excessive levels of respirable coal mine dust. A personal dust monitor (PDM) was recently developed to provide near real-time feedback to miners regarding the level of respirable coal dust in the air they breathe. The main objective of this report is to document coal miners' reactions to this device and how they make use of the information it provides. It summarizes a field study by NIOSH that documented the opinions of 30 miners at 4 underground coal mines concerning the use of PDMs.

Guidelines for the development of a new miner training curriculum
This report is intended to help mine safety trainers better prepare to teach new underground coal miners who are entering the industry. The traditional approach is based on the use of a syllabus. Those using a syllabus are more likely to rely on lecturing or direct instruction. This is a good way to get across factual information, but does not provide a context within which miners can fit the discrete facts so that they form an integrated whole set of concepts, principles, and skills. An alternative approach to new miner training is to develop a curriculum, which may be defined as a plan of instruction that details what students are to know, how they are to learn it, what the teacher's role is, and the context in which learning and teaching will take place. A curriculum-based training will be more likely to help miners integrate concepts and skills that give them an overall picture of the complex mining environment and how they fit into the workplace.

Interventions in relation to occupational burnout: The population-based health 2000 study
The objective of this study was to evaluate the participation in burnout prevention interventions. Data were collected by means of questionnaires, structured interviews and the Finnish national register of psychopharmacological prescriptions in a representative sample of 3276 employees. When compared with employees free of burnout, the odds ratio of severe burnout for participation in occupational interventions was 0.41 and in individual-focused interventions 5.36. Antidepressant prescriptions were 2.53 times more common among those with severe burnout than among those without burnout after adjustment for depressive and anxiety disorders.

The dairy industry associated with the production of Parmigiano-Reggiano cheese currently comprises about 130 companies employing around 1000 workers. Most enterprises are small and use traditional methods of production involving much manual handling. The objective of this survey was to evaluate the validity and effectiveness of a concerted ergonomics approach in this sector as a means of satisfying the requirements of Italian legislation on the prevention of musculoskeletal risks. Findings are discussed. While technological evolution in the last decade has provided new and useful tools for eliminating or limiting risk factors, these aids are still poorly distributed, especially in small businesses.

Using soft people skills to improve worker involvement in health and safety
The involvement of workers is central to the achievement of improved enterprise performance across many dimensions, including that of effective safety and health management. Many organizations claim that worker involvement in their decision-making and management has resulted in quantifiable benefits, such as improved change management, more responsive customer service provision, better dispute resolution, reduced labour turnover, and reduced sickness absence and accident rate. The objective of this study was to investigate organizational cultures which create the capacity for effective employee involvement in safety and health. It involved studying ten organizations with widely differing organizational cultures. It was concluded that the most decisive factor in this process was the creation, support and sustenance of a dialogue culture within the organizations.

The three letters "MSD" mask the leading cause of occupational illness in Europe: musculoskeletal disorders. According to a wide European survey on working conditions, 25% of European workers suffer from back pain and 23% from muscular pain. These particularly incapacitating pathologies seriously undermine the physical and psychological health of victims, to say nothing of their economic consequences at both individual and community level. Workers suffering from MSD very often have to change profession or even quit working prematurely. This booklet presents a summary of the current scientific knowledge of this complex group of pathologies, examines the connection between MSD and changes in the organization of work and proposes ideas for trade union mobilization against this exploding health problem.

OSKU digital human model in the participatory design approach - A new tool to improve work tasks and workplaces
The objective of this study was to develop a new digital human model based on a participatory approach, to be used as an evaluation tool concurrently with production design for improving manual work tasks. The tool is built from an expandable database of the main human motions, together with ergonomic analyses. It was validated in the laboratory and in several industrial enterprises, where workers were asked to identify workplace and work task problems, and to suggest alternative solutions to control physical workload and to increase productivity. These postures and motions were analyzed and fed into the database. The tool is still undergoing development.

NIOSH researchers visited a number of prisons and jails to learn more about current practices and procedures being used to protect health care workers from blood-borne diseases. This leaflet provides tips to medical service administrators and supervisors for improving the plans aimed at protecting workers from exposure to blood-borne pathogens, which are required by OSHA. These tips include information on the exposure control plan, workers' participation in the selection of equipment, supply and use of personal protective equipment and designating persons responsible for the implementation of the plan and of the vaccination policy.

Since 1999, there has been a proliferation of standards on occupational safety and health (OSH) management systems. Following an overview of the main existing OSH management systems, namely ANSI Z10, OHSAS 18001 and ILO-OSH 2001 (see CIS 02-162), this article describes the efforts undertaken in view of developing a Canadian standard in this area. These efforts have led to the publishing of the CSA Z1000-06 standard, which came into effect in 2006. The main specific features of this standard are discussed.

El objeto de este estudio era evaluar los riesgos profesionales en los bloques quirúrgicos de los hospitales. Además de la recopilación de datos básicos, comprendidos los síntomas alérgicos investigados mediante cuestionarios remitidos a la dirección y a los trabajadores, se procedió también a efectuar una evaluación de los riesgos mediante observaciones y determinaciones. El proceso debe planificarse y documentarse cuidadosamente con el fin de poder realizar un seguimiento y ulterior reevaluación

Los dirigentes que desean mejorar los resultados en materia de seguridad en sus organizaciones continúan preguntándose porqué los trabajadores adoptan comportamientos de riesgo y son víctimas de accidentes. Este artículo defiende el punto de vista según el cual las principales razones de comportamientos inseguros en una empresa deben buscarlos los dirigentes entre ellos mismos y comprenden: una visión confusa, los valores desdibujados, un liderazgo escaso, fallos organizativos, malas relaciones humanas, insuficiente comunicación, imprecisiones en las evaluaciones cuantitativas y ausencia de sanciones. Establecer la tipología de las intervenciones de seguridad en los talleres de transformación de metales
Mapping safety interventions in metalworking shops [en inglés]
Este artículo trata de la selección de las intervenciones concebidas para disminuir los riesgos relacionados con las máquinas, así como las amputaciones en los pequeños talleres de transformación de metales. El método seguido incluía una consulta a un comité de expertos, entrevistas con los trabajadores y la realización de pruebas piloto. Para establecer la tipología de las intervenciones se recurrió a un método en diversas etapas, con el fin de identificar los objetivos de actuación, los determinantes comportamentales y los objetivos de cambio para dos poblaciones diana (empresarios y trabajadores). Las medidas de intervención dirigidas a los empresarios estaban diseñadas para mejorar los conocimientos de seguridad de las máquinas, promover la adopción de prácticas seguras y motivar la implantación de mejoras en materia de protección de las máquinas. Las medidas de intervención dirigidas a los trabajadores estaban, todas ellas, dirigidas a mejorar sus conocimientos y la competencia de los miembros del comité de salud y seguridad. Este método ha permitido obtener una visión clara respecto de los objetivos del programa y las intervenciones realizables
