Development and comparative results of measures to increase safety consciousness in undertakings

After a review of the literature and information obtained from Mutual Accident Insurance Associations (Berufsgenossenschaften) and undertakings in Germany about the importance attached to safety consciousness, the authors present a pedagogic model the value of which was tested in the particular case of eye protection in lathe operators. The efficacy of programmed learning and audiovisual methods was found to vary considerably (lighting conditions, operators' age). Generally speaking, an increase in the number of operators wearing protective glasses and a decline of 13% in the incidence of eye injuries was achieved.

Training for safety: notes on methodology and experience at the shop floor level

The authors propose a systematic approach to the problem of occupational safety incorporating the most recent research in ergonomics carried out by the Commission of European Communities. This approach seems the most appropriate one, from the theoretical and practical viewpoint, for the study of man-machine systems and for the introduction of new production processes. Any accident, whether caused by human or technical factors, can provide information on the structure and functioning of a production system. Comments on the usefulness of trainng experience, particularly at the worker's level, to promote effective workers' participation in order to increase safe working methods in the production system in which they are employed. This objective can be achieved only by safer behaviour on the part of the workers, together with increased awareness of the possibilities of applying ergonomics to the layout of a production process. On the basis of these considerations, the authors have drawn up a safety training method and describe the experience gained in an iron and steel works.

A survey evaluation of safety posters.
Report of a questionnaire survey on the effectiveness of 16 safety posters distributed by the Workmen's Compensation Board of British Columbia. These 16 posters are illustrated; they cover a wide range of subjects such as falls, eye protection, lifting and carrying, foot protection, etc. Data on whether the posters had been seen or not were collected from 1051 persons claiming workmen's compensation and were compared to matching data indicating whether or not the claimants' accidents were of the type the posters had been intended to prevent. The results indicate that the posters were not significantly effective in the statistical sense, but did not preclude the possibility that less measurable positive effects are present.

Industrial accident survey.
A report on a postal survey of persons claiming workmen's compensation in British Columbia, intended to determine broad areas in which accident research might be carried out. The results of the analysis of 618 responses are given. The study covered such matters as specific safety suggestions (the main suggestions were "more safety inspections" and "introduction of new equipment and machinery"), having breakfast before starting work, workers' sleep patterns, the effects of job change, accident sequence. No relationship was found between having breakfast or not (hence blood-sugar levels) and accident occurrence, but a relationship was found between the disruption of sleeping/waking patterns and accidents. An examination was made of the accident potential of those job changes that involve similar, but not identical, work procedures. A model of an accident as a sequence of warning-related events was roughly outlined. Claimants' suggestions for changes in safety procedures are tabulated.

The importance of inland waterway transport as a modern means of communication is presented in an introduction. Accidents illustrating the main hazard, that of falling overboard, are shown. Many bargees believe that this hazard can be overcome by constant cirumspection, but the frequency of drowning deaths tells against this. Falls overboard can be prevented by appropriate design of barges and railings, and measures to prevent slipping. A most important measure during work on deck is wearing of a special life-jacket which automatically inflates on contact with the water and keeps the wearer's head above the surface.

In a chemical plant, 2 comparable groups of 124 employees each were cross-investigated during 2 separate, 8-week safety contests. There was no statistically demonstrable relationship between accident occurrence and participation in the contests (each member in the winning team was awarded a prize valued at US-$15).

Results of an industrial hygiene survey and medical examinations in dry cleaning firms

Industrial hygiene surveys and medical examinations in 55 dry cleaning firms were carried out to determine the effects of perchloroethylene on worker health. Jobs at risk are listed (concentrations of 100-400ppm) and the effectiveness of the exhaust ventilation systems employed is reviewed. 71 of the 200 workers examined had urinary trichloroacetic acid levels over 10mg/L. Subjective complaints (headache, vertigo, nervousness, fatigue) may be attributable to high perchloroethylene absorption. Liver function displayed no significant differences from that of controls. The following measures are recommended: technical training of workers (filling weights, drying times, solvent recovery); pre-employment medical examinations and non-employment of persons with liver, kidney or nervous disease.

This brochure, which forms part of the Board's recommendations on improved vocational training for construction-industry workers, first outlines employers' responsibilities in providing safe working conditions and methods of work on building sites and then deals in detail with the need for and the selection, qualifications, employment and training of construction safety officers. The main body of the recommendations gives a detailed job description for a safety officer, a typical personnel specification (physical requirements, qualifications, experience, special aptitudes), a training scheme for supervising the trainees' progress, and a detailed residential and on-the-job training syllabus comprising an induction course (2-3 days), a basic instruction course ( 7 weeks), planned experience (18-24 months), and extension course (5 days) and a specialist course (2-5 days).

Appendices include the job description and required qualifications of a group safety adviser/engineer, minimum accident prevention knowledge necessary for others concerned with safety, an example of a safety survey check list, and a reading list.

Chemical hazards of a fire-fighting training environment
Fire-fighting training frequently involves demonstrations in extinguishing oil fires in confined spaces. A study was made of the chemicals contained in the smoke and soot produced by a diesel oil fire, using mass-spectroscopic and gas-chromatographic techniques. 45 atmospheric compounds and 17 aromatic structures from deposited soot were identified; they are listed together with their concentrations. Known carcinogens were found in the soot, and benzo(a)pyrene contents reached 4.5mg/g of soot. It is concluded that the types of exposure studied present a severe potential health hazard if frequently repeated.
