ASEAN-OSHNET - Good occupational safety and health practices 2008/2009
This publication is a compilation of the many good OSH practices in terms of national OSH frameworks, enforcement, outreach, training and research developed in recent years in ASEAN (the Association of Southeast Asian Nations) member countries. These examples were first presented during the ASEAN-OSHNET Workshop on Good OSH Practices in Singapore in February 2009. The ASEAN-OSHNET functions to help member countries achieve better OSH performance. Under the ASEAN-OSHNET Plan of Action, adopted in 2007, all member countries aim to develop a national OSH profile and implement national OSH strategies or programmes by 2012.

Epidemiological evidence for the effectiveness of the noise at work regulations
The United Kingdom Noise at Work Regulations 1989 and Control of Noise at Work Regulations 2005 (the Regulations) are designed to minimize the risk of occupational noise-induced hearing loss. This study examined their effectiveness in a longitudinal field study, where participants were followed-up annually over a period of three years. Audiometric and otoacoustic emission measures were obtained in 154 recruits aged 18-25 years at risk of noise-induced hearing loss through occupational exposure and 99 non-exposed controls. The study had power to detect approximately 1-2dB change per year, which is a smaller change than would be expected in the noise-exposed participants without protection. There were no significant effects on auditory function, or rate of change in function, in the risk group when other potential explanatory variables were taken into account. Nor were there significant effects when contrasting exposed participants working in companies demonstrating relatively lower or higher compliance with the Regulations. Noise levels in exposed participants averaged approximately 88-89dB(A) before accounting for hearing protection. The only significant effects on hearing demonstrated in the study were small effects of estimated social noise prior to the study, for example at nightclubs or from personal audio systems. It is concluded that there is no evidence of lack of effectiveness of the Regulations.

It outlines how compliance has been seen in both academic and policy fields in order to describe and explain themes important to assessing the determinants of compliance including the motivations for and interpretations of compliance behaviours, how the literature defines compliance, how scholars have identified the tools available to foster more effective regulatory compliance and enforcement strategies, and difficulties policy actors experience when seeking to achieve greater levels of regulatory compliance.

Health and Safety at Work, etc. Act 1974 [United Kingdom]
This act dated 31 July 1974 comes into force at various times: 1 Oct. 1974, establishment of the new Health and Safety Commission; 1 Jan. 1975, creation of the Health and Safety Executive; 1 Apr. 1975, enforcement of the new obligations applying to all people at work. The act, which largely follows the recommendations of the Robens Committee (CIS 73-1126), draws together and disentangles the existing legislation on occupational safety and health. It brings the various inspectorates under one authority, the new Health and Safety Commission, responsible to the Secretary of State for Employment. The act prescribes duties for employers and others in addition to those under the existing health and safety legislation, which will be progressively repealed and replaced by regulations under the act. The broad subdivisions of the act cover: employers' and employees' duties; the new statutory bodies; health and safety regulations and approved codes of practice; enforcement; obtaining and disclosure of information on industrial injuries; special provisions relating to agriculture; the Employment Medical Advisory Service; building regulations; amendment of the Radiological Protection Act 1970 and the Fire Precautions Act 1971, etc.

This act dated 21 Apr. 1972, which entered into force on 28 Apr. 1972, constitutes basic legislation of wide scope covering all aspects of occupational safety and health: industrial medical services, work environment, accident prevention (physical and psychological factors, research); correct work techniques; training, selection and placement of personnel; minimum permissible working conditions (room space, ventilation, thermal stress, lighting, humidity, noise, etc.); safe machinery; personal protective equipment; medical examinations, first aid, etc. The act provides for subsequent detailed regulations on these and many other aspects of the question.
