Ropes used in navigation and to tow railway wagons or motor vehicles have a whip-like action when they break. To reduce the recoil energy and the accident risk, they should be designed so that their components give way successively, with gradual loss of energy. The influence of the construction (lay, braid) and constituent materials on recoil are studied. The breakage mechanism is explained and tests described. Carboxyhaemoglobin levels in workers in Leicestershire garages.
Blood carboxyhaemoglobin levels (HbCO%) were measured in 61 workers in 35 garages. In large garages, 44% of non-smokers and 20% of smokers had increased HbCO%; the corresponding figures in smaller garages were 43% and 14%. The possible relevance of these findings to coronary heart disease in garage workers is discussed.

Accident hazards during coupling and towing of tractor attachments
Riziko práce při zavěšování strojů a přívěsů za traktory [en checo]
Analysis of accident causes during coupling showed the important role of physical effort, especially when the driver is working alone and must get down from the tractor several times to couple equipment which may be very heavy. An accident hazard subsists even when safety standards are observed. A quick-coupling device for use with all tractor attachments which eliminates the physical effort and risk of accident is described. The risks of the old and the new coupling systems, and the time gained with the new system, are illustrated. An automatic 3-point linkage system is presented which also reduces the accident hazard and permits the driver to remain in his seat during coupling.

Sickness absence and biological resistance of new drivers during the adaptation period

In a study of 183 urban public transport drivers over several years, sickness absence and the incidence of respiratory disorders over the 2 years before vocational training and during the initial years of work at the new job were compared. In the first year of work, the adaptation process is characterised by a drop in non-specific resistance and an increase in the incidence of diseases with temporary absence from work. During the second and third years, the sickness absence rate gradually fell. Nervous resistance (under strain at the driver's wheel) has a definite influence on the frequency of sickness. It is recommended that new drivers should be so scheduled as to avoid the main traffic routes.

Benzene exposures during gasoline loading at bulk marketing terminals.
Studies were performed at 20 terminals where tank trucks are loaded. The highest exposure occurred at facilities using top loading without vapour recovery, mainly as a result of driver position during loading. Exposure at bottom loading facilities was similar whether or not vapour recovery systems were used. Average time-weighted exposure was below 0.5ppm but exposure exceeded 5ppm for short periods.

Service station attendants' exposure to benzene and gasoline vapors.
84 time-weighted-average (TWA) measurements were made at 7 service stations. Benzene exposure was well below 1ppm in all except one case (a possibly spurious result). TWA exposure to total gasoline vapour was 114ppm or less. Exposure was often lower at a station using vapour recovery nozzles than at the other stations, but the low overall exposure and the small degree of reduction afforded by the nozzles indicate that vapour recovery is not necessary to control exposure.

CIS 79-1335 A guide to tanker marking regulations.
This booklet is intended to give guidance to the United Kingdom regulations concerning the marking of road tank vehicles with warning symbols. Information on earlier legislation and on the voluntary tanker marking scheme is followed by a guide to, and commentary on, the Hazardous Substances (Labelling of Road Tankers) Regulations l978 (effective 28 Mar. 1979) which apply to some 400 substances which make up the greater proportion of bulk transport, and converted the voluntary scheme into a mandatory one. The substances are listed, with identification number, emergency action code, and hazard warning (flammable liquid, corrosive, toxic, harmful or oxidising substance, toxic or flammable gas, organic peroxide, spontaneously combustible substance, non-flammable gas, organic peroxide, spontaneously combustible substance, non-flammable compressed gas. Explanation of the emergency action codes (appropriate precautions, protective clothing and breathing apparatus, danger of violent reaction or explosion) and of the multi-load emergency action code (code chart). Hazard warning signs, hazard warning panels and compartment labels are illustrated, with specifications for colours used, chromaticity coordinates and luminance factor for non-retroreflective materials.

This report was prepared on the basis of the replies received from 63 member states to a questionnaire inviting observations or amendments on the proposed international instruments (a Convention and a Recommendation) submitted as a basis for discussion and possible adoption by the Internaitonal Labour Conference at its 65th Session (Geneva, June 1979). For the first report on this question, submitted to the 64th Session, see CIS 77-1736. In the present report the substance of the Governments' replies to each question are reproduced (including a joint reply from the 9 member states of the EEC), with commentaries on their observations. Behaviour of rear tyres of tractors on sloping ground

The use of tractors on sloping ground makes different demands on the tyres than their use on solid or loose ground in the lowlands. Radial-ply tyres have great advantages as concerns traction and skidding. Results of studies to determine the behaviour of such tyres on sloping ground are reported. Drift depends more on the tread of the tyre (long projecting ribs of normal height) than the structure of the casing. Radial-ply tyres are more sensitive to side forces, especially on slopes of more than 30%. Inflated to the correct pressure, these tyres can be used for operations along the contour-lines on slopes of up to 30%.

These regulations, dated 27 Nov. 1978 (effective 29 Mar. 1979), prescribe particulars to be displayed on single-load and multi-load road tankers (composition, position, maintenance and removal of hazard warning panels and compartment labels). Duties of consignor and of tanker operator; exemption certificates; enforcement; schedules: list of prescribed hazardous substances with substance identification numbers, emergency action codes and hazard warnings to be used with them; multi-load emergency action code; hazard warning signs; form and specification of hazard warning panels and compartment labels (illustrated).

CIS 80-20 Truck fire prevention.
This revised standard was adopted as American national standards ANSI/NFPA 512 on 5 Sep. 1978. It prescribes minimum fire protection measures for motor vehicles for transport of goods by road. Definitions are followed by sections devoted to: fire prevention (loads, vehicles and equipment: fuelling, tyres, flammable-type emergency warning devices, heating, van interior lighting, refrigerating equipment); fire protection (emergency procedures, extinguishers). An appendix gives more detailed information on some of these points.

Dermatosis ocupacionales por petroleo y sus derivados en el taller "Augusto César Sandino"
An investigation was carried out in 273 workers employed in a long-distance bus maintenance and repair shop to determine the frequency of occupational dermatosis among personnel in contact with petroleum and its derivatives (oils, motor fuel, solvents). Motor mechanics formed the group most affected (oil acne on the arms and hands was most frequent type of lesion). This group also had the highest number of positive results with patch tests. Histological examination of the skin disorders was performed on 10 workers. Recommendations: installation of wash basins, personal hygiene, pre-employment medical examinations, use of barrier creams.

Carbon monoxide pollution in Bordeaux - Study of the CO impregnation of traffic police

Analysis of carboxyhaemoglobin by determining CO concentrations in exhaled air in Bordeaux traffic police was used as an indicator of atmospheric pollution. Measuring methods are described, followed by a commentary on the results, which are presented in relation to workplace, hours of work (morning or afternoon) and smoking habits. The authors recorded significant CO impregnation due to motor vehicle exhaust (HbCO>8% in 10 out of 29 policemen), with the level constantly rising, the initial level on commencing duty depending on smoking habits. Over 4 years there was an HbCO increase of around 39%.

This standard, updating the 1975 edition, was approved as American National Standard ANSI/UL 1238-1978 on 19 May 1978. It covers electrical equipment used for the control of flammable liquid dispensing devices rated 600V or less, intended to be installed in ordinary locations in accordance with the National Electrical Code, NFPA No.70. Protection against harmful mineral dust in motor vehicle repair and maintenance shops

In motor vehicle maintenance, brake drums are very often cleaned by compressed air. This raises dust clouds containing 35-45% asbestos in the workplace air with consequent health hazard. This article describes a protective device consisting of a vertically adjustable hood and a mobile vacuum cleaner. The hood, which is available in various sizes, is placed over the brake drum and connected to the compressed air system and to the vacuum cleaner, thus ensuring the 2 operations of cleaning the brake drum and simultaneously removing the harmful dust.

The 2nd part reviews elements of motorised carts for mountain use: motor noise and heat, heat of exhaust pipe, clutch and gear changes, brakes, tyres and wheel base. Safety hints are given in both parts on the use of these machines on sloping ground, following the relief lines and along the line of greatest slope.

Driver's back pain and its prevention.
The postural, vibratory and muscular factors affecting truck drivers are reviewed. Sitting is a source of spinal stress, exacerbated by the muscular exertion of driving. Road shocks increase the muscular effort and the load on the spine. This mechanical conditioning of the spine increases its susceptibility to minor injury, leading to early degeneration. The solution is to design a seat to support the back in a posture which minimises spinal stress, and to isolate the seat from the effects of vibration and road shock.

Neurophysiological effects of long-term exposure to a mixture of organic solvents.
The subjects in this study were 102 car painters and the control was an age-matched group of 102 railroad engineers. The main components of the mixture were toluene, xylene, butyl acetate and white spirit; mean concentration was 31,8% of the Finnish threshold limit value; the ranges of the components were 4-212%. Electroencephalograms (EEGs) were made of all the subjects, but electroneuromyograms of 59 painters and 53 engineers. Motor (MCV) and sensory conduction (SCV) velocities and motor distal latencies (MDL) were recorded from nerves in the upper and lower extremities. Abnormal EEGs occurred in 32 car painters and 37 controls. The frequency in both groups was higher than expected (10%). 26 painters had a complex of 4 common disturbance symptoms in the central nervous system (CNS); but only 12 engineers. 46% of the painters with this symptoms had an abnormal EEG, only 25% of those without the symptoms. Engineers did not show the tendency. Abnormally slow MCVs or SCVs and/or prolonged MDL occurred in 12 of the painters, but in none of the engineers. Objective signs of CNS involvement were minor.

Unloading of liquids under pressure from tank trucks, bulk liquid containers and tank barges

This recommendation, which covers non-hazardous liquids, and liquids designated as hazardous in the Transport of Hazardous Substances Regulations (Schedule to the Order of 15 Apr. 1945), as amended, advises replacing, wherever possible, normal unloading procedures by methods adapted to the technical parameters involved and the properties of the liquid to be unloaded. If this is not possible, a number of safety rules given in the Recommentation should be observed; these rules concern: construction, testing and marking of tanks used for transport (table); safety valve, with gauge, to avoid overpressure; strict observance of unloading pressure indicated on the tank truck, barge etc.; use of these procedures for filling portable cans, etc. should be banned.
