OSHA Final Rule - Process safety management of highly hazardous chemicals; Explosives and blasting agents [USA]
This Final Rule (effective 26 May 1992) was issued under the authority of the Occupational Safety and Health Act of 1970 and the Clean Air Act. It concerns the prevention or minimisation of the consequences of catastrophic releases of toxic or dangerous chemicals. Main headings: application, definitions, employee participation, process safety information, process hazard analysis, operating procedures, training contractors, pre-startup safety review, mechanical integrity, hot work permit, management of change, incident investigation, emergency planning and response, compliance audits, trade secrets. In appendix: list of highly hazardous chemicals, toxics and reactives (with CAS No. and threshold quantity in lb); a sample block flow diagram; compliance guidelines and recommendations for process safety management (non-mandatory).
