This note which updates and replaces note No.1822-142-91 (see CIS 91-1758) contains excerpts from the legislation currently in force in France and related to the occupational safety and health of workers on fixed-term contracts and temporary workers, including: Act No.90-613 of 12 July 1990 (published in the Official Journal of 14 July 1990), which modifies the regulations governing temporary contracts, encouraging job stability and improving the conditions of employment of these employees; the Order of 8 October 1990 (published in the Official Journal of 9 November 1990) which lists the jobs workers on fixed-term contracts and temporary staff may not be employed in; the Decree No.92-558 of 25 June 1992 (published in the Official Journal of 27 June 1992) which amends the French Social Security Code by addition of art. R.242-6-1 to R.242-6-3: apportionment of costs of occupational accidents or diseases between temporary employment agencies and employing firms.

Modern analytical techniques in a mobile laboratory - A review of three years of experience in the control of hazardous goods transport

On behalf of the Austrian Federal Minister for Public Economy and Transport, the Bundesprüfanstalt für Kraftfahrzeuge (Federal Control Establishment for Motor Vehicles) has developed a test trailer for testing the safety of transport of hazardous materials. It was commissioned on 29 June 1987. The controls usually take place on the grounds of the customs offices of heavily used border-crossing points and consist of a strict technical examination of the truck's condition. X-ray fluorescent analysis, GC-MS and varius chemical tests are available for the control of dangerous loads. By means of energy-dispersive X-ray fluorescent analysis, samples can be analysed without any preparation. The advantage of this method is that it combines mobility and conventional laboratory techniques.

CIS 92-1874 Daily inspection notebook
This notebook designed by a private consultant consists of a number of tear-off inspection slips to be completed by personnel responsible for daily workplace inspections. Each slip contains space for the description and location of an identified risk factor, solution and follow-up. Introductory pages describe typical risk factors related to equipment, the working environment, tasks, the individual and work organisation. Notes are also provided on how to proceed with a daily inspection and use of the inspection notebook.

Documentation of hazard and operability studies
In the United States, the recently enacted Clean Air Act Amendments of 1990 and the proposed Occupational Safety and Health Administration (OSHA) Process Safety Management Standard both require that hazard evaluations be completed on all facilities that handle hazardous chemicals. Reports of the hazard evaluations must be kept on file and will be subject to inspection during an OSHA compliance audit. This paper presents a suggested outline and format for the completion of a Hazards and Operability (HAZOP) Study. The goal of the HAZOP report is to allow a person who was not a member of the original HAZOP team to understand what was reviewed and what needs to be done to improve the system. Included in this paper are a list of documents needed to complete a HAZOP review, a typical HAZOP worksheet, and a suggested table of contents for a final HAZOP report.

This Decree is issued in accordance with provisions of Decree 479/85 concerning carcinogens (see CIS 87-735). It also implements in Portuguese legislation Directive 88/364/EEC (see CIS 90-1423) concerning the protection of workers through the prohibition of certain specific agents and activities. The Decree prohibits, except for specific derogations, the production and use of the following carcinogens: 2-naphthylamine and its salts; 4-aminobiphenyl and its salts; benzidine and its salts; 4-nitrobiphenyl. Even in cases of derogation, protective measures are obligatory, and previous authorisation by the competent authority is needed. Potentially exposed workers must be informed of the hazards they face.

Safety management in the enterprise. Implementation of a display of safety indicators in two departments of a large public-sector organisation

This study took place in two departments of a large anonymous public enterprise in France. The departments had volunteered to participate in the design and testing of a battery of safety indicators and of a display summarising the indicators, oriented toward middle management. The present note gives a qualitative overview of the whole process: operation of the working group, design and detailed presentation of the indicators and the display, design of documents, collection of information, implementation, follow-up. It concludes with remarks and methodological recommendations that could facilitate a similar programme in other enterprises.

This directive (effective 9 July 1991) aims at strengthening supervision and management in the construction industry at all government levels to achieve "safe production" in construction work. It stipulates that administrative departments in charge of construction should be responsible for supervision and management of safety in the construction industry, and lists the duties of such departments in the State Council and at local government levels. The criteria for reward and sanction are also stated.

Detection of corrosion in aerial systems

Fire-fighting systems are essential for the protection of workers and equipment in an enterprise. Their reliability depends on constant testing. For sprinklers, this includes corrosion tests, localisation of spills, and operational tests (destructive tests; non-destructive tests using γ-radiation or ultrasound). Chemical tests (of the water, deposits and corrosion products) can also be performed. A combination of all these testing methods permits appropriate preventive and/or repair maintenance.

System safety in the commercialization of space
A license to conduct a commercial space launch in the US must be secured from the U.S. Department of Transportation (DOT) Office of Commercial Space Transportation (OCST). The OCST must conduct a safety review of both the launch vehicle system and the spacecraft along with a review of the license applicant's safety programme and procedures, before a license is granted. A model commercialisation agreement has been developed for launches from test ranges controlled by the U.S. Air Force. This agreement requires that the range user must comply with the various range safety requirements established by the range organisations. The paper discusses the system and range safety activities associated with the commercialisation of space from the perspective of the system safety manager for one of the commercial launch services contractors.

Part 1 presents information on restrictive regulatory decisions taken by 92 governments on over 600 products. Part 2 is a compilation of trade names and manufacturer information for a large proportion of the products covered in Part 1. COSHH in workshops and garages
The use of modern materials in motor vehicles and the hazards associated with them require continual vigilance in order to protect the health, safety and well-being of workers in garages and workshops. The British COSHH regulations (see CIS 89-1092) are designed to ensure that this protection is provided. This article describes a surveillance programme for the protection of workers of the Automobile Association working in maintenance garages.

Videos are available from the Workers' Compensation Board which can be used in conjunction with the course. Factors that influence accidents are explained, as are the reasons why people take risks, and the difference between attitudes and behaviour. Aimed at first line supervisors and management the objective is to enable supervisors to apply various techniques to influence employee behaviour.

This guidance note is a revision of the 1986 edition (see CIS 87-1320) and covers both onshore and offshore activities in the petroleum industry. Contents: definition of a permit-to-work system and its objectives and functions; responsibilities of employers, occupiers, owners, managers, contractors and supervisors; required training for users of a permit-to-work system; types of permits-to-work found in the petroleum industry and when they are required. Appendices include relevant legal requirements and system and equipment isolation procedures and isolation certificates.

This Decree (effective 10 May 1990) prohibits the manufacturing and sale of certain dangerous chemicals for specific kinds of use. These are: liquid substances or products considered as dangerous, for use in decorative light-producing or colouring agents; vinyl chloride in aerosols; tris(2,3-dibromopropyl) phosphate, triaziridinylphosphine oxide and polybrominated biphenyls in textiles that might be in contact with skin; benzene exceeding 5mg/kg in toys and their accessories; the following entertainment products (in quantities > 1.5mL) normally used during the carnival season: Panama powder (Quillaja saponaria); rice powder (Helleborus viridis, H. niger, Veratrum album, V. nigrum); benzidine; o-nitrobenzene aldehyde; wood dust; ammonium sulfides; methyl, ethyl, propyl and butyl bromoacetates.

The Order of 8 October 1990 (published in the Journal officiel of 9 November 1990) lists the jobs workers on fixed-term contracts and temporary staff may not be employed in.

Pursuant to article 29 of the Decree of 2 October 1986 (see CIS 87-50), the Decree of 1 October 1990 (see Journal officiel of 13 October 1990) lays down the procedure for monitoring the exposure of workers to ionising radiation (radiation monitoring on machinery, equipment and radioactive sources). The Decree of 2 October 1990 (J.O. of 13 Oct. 1990) sets the frequency with which plant, machines and equipment must be controlled. The Decrees of 20 and 22 April 1968 are abrogated. Appendix: example of a request for fee payment.

This international standard provides guidelines for examination of wire ropes in service on a crane and specifies discard criteria which are to be applied to ensure the efficient and safe use of the equipment. Contents: definitions; state of wire rope before fitting; fitting precautions; maintenance; frequency of and points to be covered by examination; discard criteria; operating performance; condition of equipment related to ropes. Annexes include a method for the internal examination of wire rope, and examples of defects that may occur in wire rope.

A check-list is presented for the determination of the hazard due to asbestos used in buildings. It covers: types of asbestos products present (such as asbestos-containing panels, sprayed asbestos, products with a low asbestos content), the type of asbestos used in the products (particularly crocidolite), the kind of surface of the asbestos products, the extent of surface damage of the asbestos products, the use of the building (e.g. by children) and the location of the asbestos products (e.g. ventilation duct, floor, wall).

CIS 91-1422 Chemical Substances Act - Cadmium Decree [Netherlands]
This Order (issued 12 October 1990), issued under authority of the Chemical Substances Act (CIS 88-373), prohibits the import of products containing cadmium into the Netherlands. It is also prohibited to make cadmium available to another party or to store cadmium as commercial stock. The prohibition does not apply to products in which cadmium is used for reasons of safety nor to certain other listed products. An explanatory memorandum describes the adverse health and environmental effects of cadmium, current legislation to control its use and expected commercial effects of the current Decree.

New rules apply in Germany for filling small pressurised cylinders with a volume of up to 1L with liquefied gas. These cylinders are used by, e.g., plumbers for supplying gas to soldering irons. They may be filled indoors if the room is well ventilated, if no ignition sources such as welding or soldering flames or cigarettes are in the vicinity and if the filled weight of the source cylinder is no more than 14kg.
