CIS 02-1839 Monitoring and modelling of industrial organic chemicals, with particular reference to aquatic risk assessment
Alongside fate and exposure models, monitoring and laboratory data each have their specific roles to play in comprehensive risk assessments. The general principle concerning risk assessment data is that measured data should take precedence over model results but only after they are judged to be of adequate reliability. In practice, laboratory and field result data are used to provide parameters for the models, while monitoring data are used to validate the models' predictions. Comprehensive risk assessments therefore require the integration of laboratory and monitoring data with the model predictions. This report provides guidance on the general principles that should be adopted when planning a monitoring project, with particular reference to aquatic pollution risk assessment.

CIS 02-1838 QSARs in the assessment of the environmental fate and effects of chemicals
Quantitative structure activity relationships (QSARs) are based on a comparison of the structure or a specific physical or chemical property of a substance with a measured endpoint, which may be another property or a biological effect. This report discusses some of the issues that arise in the development, selection and use of QSARs. It concludes that QSARs need to be developed in the following areas: metabolism in fish; bio-concentration including metabolism in organisms other than fish; microbial breakdown of chemicals; soil-water partitioning, including kinetics; aquatic photolysis; effects on terrestrial organisms, sediment-dwelling organisms and marine organisms.

The strategic objectives of this research programme on the control of nuisance and pollution at the place of work and in the environment of iron and steelworks conducted between 1984 and 1994 were to: support directives, regulations, action programmes, protocols of agreements and international agreements concerning industrial hygiene and protection of the environment in the European Union; to promote cleaner manufacturing technologies in the ECSC industries; to enhance the cost efficiency and reliability of measures to clean up workplaces and end-of-pipe techniques for purifying effluent; to combat transfer of pollution from one environment to another. Summary reports of 68 research projects funded by the programme are included.

Organizational prerequisites for the implementation of systematic health, environment and safety work in enterprises
Under the Norwegian internal control regulation of 1992, preventive health and safety systems have become mandatory for every enterprise, regardless of size and business. Enterprises are expected to implement proper systematic actions to ensure that they operate in accordance with requirements specified in laws and regulations in the health, environment and safety (HES) domain. In this study, organizational factors contributing to the successful implementation of internal control of HES were investigated. Results showed that 45% of the companies in Norway had implemented internal control four years after onset of the regulation. A total of 36% were under way, and 19% had not started yet. Available internal HES competency with professional training was the strongest predictor for success in managing systematic HES work. Thereafter followed such factors as external push and pull (customers, labour inspection and business partners). Time elapsed since implementation of the regulation was also of importance. The contaminated demolition site without workers - An illusion?
Die menschenleere kontaminierte Baustelle - eine Illusion? [in German]
A time- and cost-saving method of tearing down buildings highly contaminated with such harmful chemical substances as hexachlorocyclohexane, chlorinated dibenzodioxins and dibenzofurans is described. It is based on enclosing the building on all sides except for the top. A water mist seals off the top and prevents the emission of pollutants. The method was successfully applied to a large, highly contaminated building of a closed-down pesticide production plant in Germany. A crane positioned outside the enclosure took down the building in 25 days. The water used to create the mist was collected at the bottom and passed to a purification plant.
