Electrical safety in schools (Electricity at Work Regulations 1989)
This guidance note deals with safety precautions necessary in respect of danger of electric shock or burns to pupils in primary and secondary schools. Advice is given on fixed electrical installations, which should be installed and maintained in accordance with the Institution of Electrical Engineers Regulations for Electrical Installations, and on the safe use of electrical apparatus. Special safety precautions are outlined for science laboratories and other practical areas and for work involving contact with live conductors. References are given to relevant safety regulations and a checklist summarises routine electrical checks for portable apparatus.

Biological effects of power frequency electric and magnetic fields. Background paper
Although there is no significant transfer of energy from power-frequency fields to biological systems, some animal cells and tissues respond to such fields in the laboratory. Whole-animal and human experiments have examined 5 categories of effect: on mood or behaviour; on physiological variables such as growth or respiration; on specific biochemicals such as hormones that regulate physiological and psychological functions; on biological rhythms; on the epidemiology of cancer, especially leukaemia and brain cancer. The results are complex and inconclusive, but the epidemiological evidence is beginning to provide a basis for concern about risks from chronic exposure. If power-frequency fields do pose a health risk, high-voltage transmission lines will not be the only source of concern: distribution lines, wall wiring, appliances and lighting fixtures also produce such fields, and are much more common than transmission lines.

Radiation by visual display units
Strahlende Schirme [in German]
Sweden has set a stringent limit on the level of electromagnetic radiation emitted by visual display units (VDUs). Electromagnetic radiation by personal computers on the German market can be up to 40 times the level allowed by Swedish standards. A table provides information on the protection offered by various types of filters used on VDUs. Proof now exists that VDUs emit (even if in extremely small quantities) flame retardants such as dibenzofurans, which are highly toxic and particularly dangerous during manufacturing of the VDUs or in case of fire. An efficient ventilation is recommended until more restrictive standards are issued in Germany.

Power frequency electric and magnetic fields - A personal exposure meter
Kraftfrekventa elektriska och magnetiska fält - En personburen mätutrustning [in Swedish]
A personal exposure meter that samples and stores the strength of a 50Hz electric and magnetic field every 15 seconds was designed and evaluated. Readings of the electric field to which workers were exposed during different work tasks in a switchyard had a good correlation with the current that was induced in the human body. The deviation was usually less than 30%. The magnetic field could be analysed in 3 orthogonal directions with respect to the wearer's body or regardless of incidence direction. In the latter case the readings were shown to be, on the average, strongly correlated with the maximum component of the fields.

Symptoms and subjective discomforts in "hypersensitivity to electricity"
Symptom och subjektiva besvär vid "överkänslighet mot elektricitet" [in Swedish]
Report on "hypersensitivity to electricity", based on anamneses for 32 patients. A diversity of symptoms and subjective discomforts were reported. 31 of the 32 subjects (97%) indicated diffuse skin disorders such as patchiness, rosacea, heat, prickly sensations, stiffness, itching etc. 20 persons (63%) presented symptoms of the nervous system, such as giddiness, tiredness and lack of energy, headache, difficulty remembering things etc. 17 persons (53%) also reported eye symptoms and disturbances of vision. The pathological symptoms were often pronounced and in 25% of the cases they resulted in sick leave. Symptoms affecting the nervous system were more persistent than were dermatological symptoms. 29 subjects (91%) referred to the display screen as the triggering factor, but other factors were also referred to: fluorescent light tubes, sunlight, electrical appliances, ventilation devices etc. Discontinuation of VDU work was the most effective countermeasure, especially for dermatological symptoms.

This data sheet gives an explanation of how static electricity arises and lists some common sources and control measures. The main hazard is the discharge of an arc in a flammable or explosive atmosphere, with the most serious problems arising from the transfer and dispensing of flammable liquids. The following control measures are described: bonding and grounding, humidification, ionisation of air, static collectors, use of additives (as in fuels). Instruments used to detect levels of static potential are listed and the relevant Canadian legislation is outlined.

Occupational asthma due to a repair process for polyethylene-coated electrical cables
The case of an electrical cable repairer is reported who presented with symptoms suggestive of occupational asthma. A supervised workplace challenge test confirmed this diagnosis and laboratory challenge studies implicated heated polyethylene repair tape containing the chemical cross-linking agent dicumyl peroxide as the cause. Similar cross-linking processes are widely used in the cable manufacturing industry and the possibility of occupational asthma occurring in other settings may need to be considered.

This comment on German (Fed.Rep.) standard DIN VDE 0848 Part 4 shows that limit values for electric and magnetic field strengths in the low frequency range are based on in-vitro studies, on animal experiments and on tests with humans. In the experiments effects of current densities were studied. Derived limit values are presented in a diagram.

There was no difference between the perception thresholds for voltage, but average perception thresholds for current were significantly higher in men than in women.

Acute effects of ELF electromagnetic fields: A field study of linesmen working with 400kV power lines
The aim of the study was to investigate the possible acute effects of exposure to electric and magnetic fields. 26 experienced linesmen were studied during 2 working days while performing simulated routine inspections of insulators on steel poles of a 400kV power line, alternately live and dead. Exposure to electric and magnetic fields was measured using personal monitoring instruments. The mean exposure for the working day was estimated to be 2.8kV/m (SD=0.35) and 23.3µT (SD=4.2). The possible effects of exposure were studied using a battery of 4 automated performance tests, EEG, a mood scale, and a questionnaire to assess subjective symptoms. Furthermore, blood samples were collected for each subject on 3 different occasions during each workday, in order to test for possible hormonal changes. No statistically significant differences were found that could be attributed to possible exposure to electromagnetic fields.

The physics of the build-up of electrical charges is explained in detail. Discharges (sparks) may cause explosions if inflammable gases are present. The main preventive measures against static electricity are explained: earthing (in installations and tankers before unloading), limiting the flow velocity of fluids and foams, limiting the height of fall (fluids) and using antistatic additives.

These Regulations (effective from 1 Apr. 1990) impose health and safety requirements with respect to electricity at work (except on seagoing ships and aircraft or hovercraft moving under their own power). A section is devoted to the safe use of electricity in mines, to prevent the accidental explosion of firedamp. Many former Regulations, including the Electricity Regulations 1908, are revoked.

Generation of triboelectric charge in textile fibre mixture and their use as air filters
A study was made of the sign, magnitude and lifetime of the electric charge developed by the triboelectric exchange between textile fibres of different chemical type. The development of the charge is shown to take place to such an extent as to be useful in the production of efficient air filters. Such filters are stable if one of the components of the mixture is of a highly insulating type. Material made in this way is shown to have a high filtration efficiency and is capable of satisfying existing standards with ease.

This revised guidance not deals with the safety precautions needed to avoid electrical hazards when using steam/water pressure cleaners and similar apparatus. It covers the avoidance of electrical shock and burn accidents which may arise from faulty electrical parts, but does not cover the precautions necessary to avoid fire and explosion from the ignition of flammable vapours by incendive sparks from the electrical system or by the static electricity generated by pressure jets. Asbestosis among electricians
In a cross-sectional study of a small group of non-shipyard electricians the prevalence of asbetosis, defined as irregular opacities of at least 1/0 profusion, was found to be 15% overall and 25% after 20 years of service. Irregular opacities occurred more frequently among smokers. Cost estimates for asbestos-related disease should include construction electricians in the populations at risk.

Chronic effect of variable electric fields on the endocrine system of mice

The age dependence of the reaction of the endocrine system to variable electric fields (VEF) on long-term (up to 320 days) exposure and the character of readaptation to VEF were investigated by determining the frequency of cytological abnormalities in the thyroid and adrenal glands of white mice up to 335 days after birth. VEF (50Hz, 40kV/m) were biologically active on both 10 day and longer exposure. Long-term exposure to VEF caused a cumulative increase of thyroid gland activity. This increase in activity resulted in an increase of energy expenditure and consequently in an acceleration of body aging. The extent and direction of the reaction depend on the age of animals.

Interim report from a study on the health hazards in the electric power production and distribution industry in Sweden (the Elmiljö study). The report describes how 681 workers evaluated their working conditions six months after starting work. This evaluation was then compared to the evaluation made by a group of safety engineers. Noise, electric and magnetic fields, heavy lifting and unfavourable work postures were considered to be the most common exposure factors. Generally the work environment of the linemen and the power plant personnel were considered to be more severe than the work environment of the other occupational categories.

Health hazards in work relating to the production and distribution of electricity - Interim report 3. State of health of newly employed persons

Interim report from a study on health hazards in the electric power production and distribution industry in Sweden (the Elmiljö study). 706 newly employed electrical workers (mostly linemen and station workers) aged 18-44 were examined at the time of employment. Base-line data were collected through questionnaires and from clinical tests. Musculoskeletal disorders were the dominant disease and intestinal disturbances the dominant symptoms. In comparison with some other occupational groups this cohort seemed to be a health group of young electrical workers. Reports on different aspects of health in relation to exposure at work will be presented continuously during the observation period.

Acute effects of ELF electromagnetic fields - A field study of linemen working with 400kV power lines
Akuta effekter av lågfrekventa elektromagnetiska fält - En fältstudie av linjearbetare i 400kV ledningar [in Swedish]
26 experienced linemen were studied for two days while they performed simulated, routine inspection of insulators on steel poles carrying a 400kV power line. The first day the inspection was performed on a power line in service. Mean exposure was estimated to be 28kV/m and 23.3µT respectively. The second day the same work was performed on an identical power line which was not in service. The possible effects of exposure were studied using automated behavioral performance tests, EEG, a mood scale and a questionnaire for the assessment of subjective symptoms. Blood samples were also collected for each subject. The analysis did not, however, reveal any signiicant difference between the two conditions which could be attributed to exposure to electromagnetic fields.

Exposure to extremely low frequency (ELF) electromagnetic fields in occupations with elevated leukemia rates
In this study, spot measurements were taken of ELF (< 100Hz) electric and magnetic field exposures of electrical workers at 114 worksites in various industries. For comparison, field strength was measured in 18 residences and 3 offices. The survey indicated that workers were in general more exposed to strong fields than were people in residential and office settings.

Ergonomics evaluation of modified industrial helmets for use in tropical environments
Some selected safety helmets manufactured in industrialised countries (IC) were modified to provide extra head ventilation and to reduce weight, in order to make them more acceptable to users in hot environments in developing countries (DC). The modified helmets were subjected to ergonomic evaluation in the laboratory and in the field. White helmets had some advantages in comfort (reduction of hotness) compared to other colours (red, green, etc.) when worn in the presence of radiant heat in the laboratory. Ventilation holes provided at the top of the shell seemed to reduce the greenhouse effect within the helmet shell which therefore felt less uncomfortable than a fully covered helmet. Even with a small reduction in weight, such as 45g in helmets weighing about 350g, the difference in weight was perceived by the wearers. In adapting helmets made in IC for use in tropical climates, head ventilation and low weight perception are important aspects in comfort which need to be considered. In addition to low cost, a harness material suitable for sweat absorption is required. Adjustability and sizing to fit 90% of the user population also needs to be considered.
