Evaluating workplace inspections
This article introduces a theoretical framework for the evaluation of workplace inspections with respect to their effects on working conditions. The choice of a concept of efficiency is discussed, and its relation to criteria for a good working environment is clarified. It is concluded that in order to obtain reliable information on the effects of different inspection methods, it is necessary to perform controlled comparative studies in which different methods are used in different workplaces. The studies that are available provide sufficient evidence that inspections can increase compliance with regulations and that they can also increase workplace safety, but not much can be concluded about the relative efficiency of different inspection methods.

Generally speaking, regulations issued under the 1985 Act will continue to be in effect for 2 years after the commencement of this Act (unless repealed earlier). Various other Acts are amended.

In Germany, data on fatal occupational accidents in industry are collected by means of a survey questionnaire developed by the German Factory Inspectorate (Gewerbeaufsicht) and the Federal Institute for Occupational Safety and Health (BAuA). It does not include data on non-occupational traffic and mining accidents. This report presents the results of the statistical analysis of fatal occupational accidents having occurred in 2001 and 2002. Data are presented by age, length of tenure, company size, time of the day, type of activity and accident cause. Data on accidents due to hazardous substances, workplaces with high fatal accidents rates, accidents due to falls and in-plant transport accidents are anaysed in greater detail.

Appraisal of pipeline surveillance by high resolution satellite
This report in three volumes evaluates the potential of high-resolution satellites for the monitoring of on-land pipelines. The available technology and possible applications were reviewed. A system was developed to evaluate the benefits of applying satellite imaging techniques to the routing and surveillance of on-land transmission pipelines, and to test an available satellite for estimating the technical effectiveness and cost. Volume I presents the cost-benefit study and considers the sensitivity of several key parameters on costs. Volume II presents an appraisal of the data gathered by the IKONOS satellite for pipeline surveillance. Volume III presents a functional specification of requirements for satellite surveillance.

Enforcement of Building and Other Construction Workers (Regulation of Employment and Condition of Service) Central Rules 1998 - Experience in implementation
The Building and Other Construction Workers (Regulations of Employment and Conditions of Service) Central Rules 1998 were introduced in India in order to regulate safety, health and working conditions in the construction industry. This article discusses the experience in implementing these regulations. During the period from January 2001 to February 2002, labour inspection officers conducted 1930 inspections and filed 132 prosecution cases for violations pertaining to safety or other provisions of the legislation. A number of recommendations are made for improving the implementation of the legislation, including better definitions of duties between central and state government bodies, appointing more inspectors, providing them with appropriate training and extending their powers of enforcement.

PTO shaftguards - Development of strength tests for tractor/machine "interface" standards
This project was commissioned by HSE following concern about the safety of power take-off shafts for agricultural tractors and their guards. HSE was an important contributor to the work which lead to ISO draft international standard 5674 "Tractors and machinery for agriculture and forestry - Guards for power take-off (PTO) drive shafts - Wear and strength tests". Although this document has received a positive vote, several queries have been raised by various international delegations to ISO concerning certain aspects of testing required under this draft standard. This report aims to answer these queries and promote involvement by manufacturers and other parties involved in advocating its adoption.

Measuring the Health and Safety Executive's Field Operations Division inspection effectiveness
This study was undertaken to identify a systematic approach to the evaluation of inspection effectiveness within the Field Operations Division of the Health and Safety Executive (HSE). Tasks involved a combination of interviews and workshops with HSE staff and a questionnaire addressed to persons responsible for safety and health within enterprises to establish their perception of the objectives and expectations of inspection. These expectations were used to evaluate the potential health and safety performance indicators that had been proposed in the literature to devise a collection of indicators suitable for use in a regulatory context, since there appeared to be no obvious choice of suitable indicators based on previous research.

The Lifting Operations and Lifting Equipment Regulations 1998 (LOLER, see CIS 99-1428) require lifting equipment and lifting machinery to be thoroughly inspected by a competent person. They also introduced a new concept, "the scheme of thorough examination". The objective of this report is to provide specific information to assist owners, users and competent persons on meeting these new requirements. It includes a general section that can be applied to most types of equipment, supplemented by annexes that provide extra information on specific equipment.

CIS 02-145 Workplace safety and health - OSHA can strengthen enforcement through improved program management
Report submitted to the US House of Representatives suggesting improvements to the functioning of the Occupational Safety and Health Administration (OSHA). The report is based on an evaluation of OSHA's practices, some of the findings of which are: difficulty in identifying hazardous worksites for priority inspection because of lack of data; inability by OSHA to demonstrate nationwide impact on OSH because only 31 states are covered by its strategic goals; lack of appropriate training and coordination of inspection workforce. The Report identifies several measures through which OSHA could improve its effectiveness, in particular through improving on the three areas given above.

Vibration of dental handpieces
The vibration of new and used dental hand pieces was tested in three directions during idling. Work was simulated by drilling on plastic plate. An analysis was performed of the weighted vibration and the total acceleration of high-frequency vibration ("ultra vibration"). Neither the water and air injection nor the grip force of fingers had any significant effect on the vibration level. The weighted accelerations were well below hazardous levels. The vibration spectra of the hand pieces contained powerful vibration at high frequencies, but the effects of this ultra vibration and exposure during work are not well known.

The Health Hazards and Technical Assistance (HETA) programme responds to requests from employers, employees, employee representatives and governmental agencies for a Health Hazard Evaluation (HHE) of the workplace to determine if chemical, physical, biological or other agents are hazardous to workers. This document presents summaries of 31 HHEs related to lead that were completed between 1994 and 1999. The HHE requests originated from a variety of workplaces, including secondary lead smelters, battery manufacturers, structural steel painting sites, shipyards, and firing ranges.

Thorough examination and testing of lifts
The Lifting Operations and Lifting Equipment Regulations 1998 (LOLER, see CIS 00-76) introduced new requirements, in particular that all lifts provided for use in work activities be thoroughly examined by a competent person at regular intervals. This booklet is aimed at owners of lifts or persons responsible for their safe equipment such as facilities managers or supervisors, and explains what needs to be done to comply with the law. Contents include: meaning of "thorough examination" under the regulations; role of "duty holders"; what the thorough examination entails (examination schemes, notification of defects and corrective actions, documentation, record-keeping).

CIS 07-6 Occupational Health and Safety Authority Act [Malta]

This Act provides for the establishment of a national Authority responsible for ensuring that the physical, psychological and social well-being of all workers in all workplaces are promoted and safeguarded, and that all relevant legal provisions are respected. The Authority will function as the national OSH inspectorate. The Act also specifies that it is the obligation of the employer to ensure the health and safety of all persons who may be affected by the work being carried out. The Occupational Health and Safety (Promotion) Act, 1994 (CIS 96-1532) is repealed.
