CIS 79-900 Act No.833 of 23 December 1978 - Establishment of a National Health Service
Legge 23 dicembre 1978, n.833. Istituzione del servizio sanitario nazionale [in Italian]
Sections of this Act are effective as from the date of its publication, and the entire Act as from 1 Jan. 1979. The National Health Service it establishes is intended to increase the awareness of Italians regarding health questions, by education, by the prevention of accidents and diseases in everyday life as well as in the occupations, and by diagnosis, treatment and rehabilitation. It endorses the regionalisation of health policy. The groundwork of the service is composed of basic local health units (one per 50,000 - 200,000 inhabitants) whose job is to detect and monitor health hazards in the general and working environments. A Higher Institute of Health, attached to the Ministry of Health, is established as the technical and scientific organ of the health service. This body will replace the National Accident Prevention Institute (Ente nazionale per la prevenzione degli infortuni - ENPI) and the National Association for the Control of Combustion (Associazione nazionale per il controllo della combustione - ANCC). A sole set of regulations, to be issued under the Act, will cover the field of working conditions and production, with a view to the prevention of occupational accidents and diseases, including the approval of hazardous substances and equipment.

The total number of accidents reported in 1977 in all industries covered by the Factories Act was 244,436, with 357 fatalities, a record low total for this century (382 in 1976, 427 in 1975). Report on the state and development trends of German and Western European regulations on pressure vessels and inspection practices
Rapport sur l'état et les tendances de développement de la réglementation allemande et de celle de l'Europe de l'Ouest sur les appareils à pression et la pratique des contrôles. [in French]
The various economic, legal, political and psychological problems facing international commerce in pressure vessels are pointed out. Inspection measures based on reciprocal agreements and European Economic Community directives concerning bilateral agreements between national inspection bodies are described; this standardising action will be complemented by further directives at present under study concerning steel and weldless aluminium cylinders, welded steel cylinders and pressure vessels of simple construction. The basic EEC directive on pressure vessels presents practical problems due to the diversity of national regulations, inadequate inspection, language difficulties, etc. The European Symposium of Independent Inspection Organisations (CEOC) could serve as a model or centralising agency. Difficulties of application of the German (Fed.Rep.) provisions in the EEC regulations framework are discussed.

CIS 79-203 Health and Safety - Mines and Quarries 1977, and Scottish District 1976.
1977 was free from major incidents, and accident figures and incidence rates for coal mines were the lowest since mid-19th century. 54 persons were killed and 599 seriously injured in mines and quarries, compared with 74 and 627 respectively in 1976, an overall reduction of 6.8% and a reduction of 27% in fatal accidents. In coal mines 40 persons were killed and 501 seriously injured, compared with 50 and 535 in 1976. Total accidents fell from 1.12 per 100,000 manshifts in 1976 to 1.04 in 1977. In mines other than coal, 2 persons were killed and 16 seriously injured (8 and 20 in 1976), a reduction of 36% in total accidents. In quarries 12 persons were killed and 82 seriously injured (16 and 72 in 1976), an increase of 7%. Detailed statistics are given. The report contains sections on coal, stratified ironstone, shale, fireclay and miscellaneous mines, and quarries. Typical causes of surface, underground and quarry accidents are illustrated. The Scottish District report, 1976, contains corresponding information.

This report of the Chief Inspector, H.M. CIS 81-589 Act of 23 November 1977 relating to the revision of the Safety Act 1934

This Act amends the Safety Act 1934 by adding sections making it mandatory for plant managers to submit periodic safety reports. The Act applies to plants where toxic or dangerous substances are used or handled, or where there are special hazards of fires or explosions, and stipulates the authority to whom the report should be submitted (regional medical officer of health, fire service, labour inspectorate, boiler inspection service, authorities competent to grant licences under the Nuisance Act, authorities drawing up municipal or regional disaster plans). After a brief report on amendments to relevant laws and regulations, and the announcement of an official standard on bolt guns, statistics are provided on: the labour inspectorate and staff; workplaces and employed; inspection visits; environmental laboratory tests; special permits; legal prosecutions; safety orders; fines imposed; accidents by sector; fatal accidents. The general decline in the figures between 1972 and 1974 (or 1975) appeared to be due to the fact that large numbers of workers served as reservists in the latter years.

Health and safety in hospital laboratories.
This paper is a report of a joint inspection of a group of hospital laboratories carried out by the Employment Medical Advisory Service (EMAS) and the Factory Inspectorate. Deficiencies were found which would not have been acceptable by the standards applying to factories. Aspects giving rise to concern included: ventilation, cleanliness, illumination, storage of chemical and highly flammable liquids, fire provisions, and safe operation of autoclaves, centrifuges and other appliances. The infective hepatitis hazard is discussed.

Compliance tests of 17 models of non-corrective safety spectacles are described: tests included lens and frame impact, luminous transmittance, flammability, refractive power, frame flat and edge transverse stability, corrosion and disinfectant resistance, water absorption, and design requirements. Specifications used are those of the American National Standards Institute Z87.1; all models complied with the standards.

Development of improved respirator cartridge and canister test methods.
A literature survey of adsorption capacity data for charcoal (equations of Bohart-Adams, Mecklenburg, Klotz, Danby, Sillén, Wheeler, van Dongen, Nelson; effects of moisture; solvent mixtures), is followed by a summary of laboratory tests conducted under this project, which consists of a proposed test method for organic vapour respirator sorbents. Recommendations are made for further research required to complete development of an improved test method for organic vapour respirator sorbents. An improved cartridge certification programme is proposed, based on estimated service lives of reusable cartridges against 80 selected organic vapours (presented in tabular form). The detailed test procedure is appended.

These directives (entry into force: 1 Oct. 1977) apply to fixed and mobile cranes (including derricks, cableway transporters, floating cranes and stacking cranes), mobile platforms and suspended cradles. They prescribe the conditions for, and scope of, the inspections required before such equipment can be put into service, periodic inspections (generally once a year) and inspections following dismantling, transport and erection.

Council of workers' delegates and labour inspection

Commentary on the functions and competences of councils of workers' delegates in respect of occupational safety and health (OSH) as laid down by the Works Constitution Act of 1972 (Fed.Rep. of Germany). Workers' delegates must see that safety instructions are observed and assist labour inspectors. Inspectors must consult workers' delegates during inspections, accident inquiries and discussions concerning OSH. Functions of the delegates' council studied in the article: requests to management to adopt safety measures, right to participate, obligation to assist the competent authority in OSH matters, right to obtain information from management and authorities, right to assist labour inspectors.

The circular specifies safety factors for all supporting elements (including wire ropes), maximum operational loads and testing loads.

This report is produced from now on by the Health and Safety Executive, and incorporates the annual reports of H.M. Inspectorate of Railways and H.M. Inspector of Explosives. In 1975 there were 243,140 reported accidents (34,166 in construction processes). These included 427 fatalities (181 in construction processes). The figures for 1974 were 256,930 accidents (32,656 construction) including 479 fatalities (161 construction). There were 231 fatalities in factory processes (290 in 1974). The report gives in tabular form the number of fatal accidents (1971-1975) in the manufacturing industry, construction industry and docks and warehouses (breakdown within each industry by cause of accident). A section on trade union activity, and an appraisal of the scope and enforcement of the Health and Safety at Work Act 1974 (especially worker training and supervision, and safety policies). Main sections of the report: occupational health (asbestos; vinyl chloride; coking ovens; mineral oil; toxic metals; etc.); work in confined spaces; service industries; etc.; industrial hazards (the Flixborough explosion, etc); mechanical and electrical hazards; railway accidents; transport of explosives; etc.

During 1975 the Board issued through its Supervision Department, in addition to 36 notices on various subjets, directives concerning: safety in shipyards, asbestos, scaffolding, enzymes and pneumatic fastening tools. The Department assisted in drawing up standards, inspected and approved machinery, continued its silicosis observation project and trained labour inspection personnel. The Occupational Health Department research, training and consultation covered chemical and physical hazards, ergonomics and work psychology. The Labour Inspectorate participated in over 50,000 consulations, gave over 4,000 lectures, visited 43,000 of the 80,000 registered workplaces (2.3 million employees). The municipal inspectors visited 68,000 out of 100,000 small workplaces (employing a total of 300,000 workers). English summary and captions for 6 tables.

These directives (entry into force: 1 July 1976) set out rules for the detection of stray electromagnetic radiation during compliance testing of microwave ovens. Measurement of microwave radiation must be done with the oven both open and closed. Leakage should not exceed 20W/m2 (or 2mW/cm2) at less than 5cm from the oven. Employers must periodically check microwave ovens at the workplace for stray radiation.

Electrical hazard detection and OSHAct compliance.
In the United States, the great majority of violations of the Occupational Safety and Health Act, 1970 relate to electrical equipment. This article reviews the situation and sets out some basic rules, showing the points that have to be tested for and the necessary equipment. The importance of earthing with respect to high-current faults and low-current faults (leakage current) is discussed and illustrated, and the requirements for testing instruments, above all neon electrical outlet testers (testing for continuity of earth, measurement of voltage, resistance of earth conductor, leakage current) and their limitations pointed out. Tables show the minimum threshold currents for various physiological responses and the articles and sections of the U.S. National Electrical Code concerning earthing.

Short communication of a case of a woman working in a furniture upholsterers, who presented eczema of the face. She was found to have a positive reaction to chromium. She worked with a machine transferring a yellow dye containing 20% zinc chromate onto the material. The eczema disappeared when she worked only with fabrics.

Results of inspections of 500 fork lift trucks at 177 plants are discussed. 337 vehicles presented faults, a finding that did not depend on regular maintenance. Some 20% of the drivers had no special training, and half of them had no driver's licence. The mast-frame dimensions made visibility poor in most cases. Better training and information of drivers and maintenance personnel, and constructional improvement of visibility as an accident prevention measure are called for.

CIS 77-71 Notification of work with asbestos

Swedish directive No.52, concerning health hazards due to asbestos dust, requires employers to notify the National Swedish Board of Occupational Safety and Health of all projects and operations involving the handling, use or processing of asbestos or material containing asbestos. In case of doubt as to whether the employer has complied with this statutory obligation, it is the plant safety offier's duty to make the necessary notification to the Board, informming the employer of the action taken. A model statutory declaration form indicating number of exposed workers, type of operation and type of material used is appended.
