Detailed analysis of Italian legislation, covering: inventory of laws and regulations of the field (transport by road, rail, sea and internal waterways); jurisdictional criteria for the application of laws and regulations; classification of dangerous goods, substances and waste; legal obligations of producers and carriers of hazardous wastes and of those who dispose of such substances; legal and administrative measures concerning means of transport, loading and unloading, dangerous incidents, notification and other official forms, the activities of public authorities and transborder shipping; civil and criminal responsibility; evaluation of present-day legislation. In the appendix: full text of relevant pieces of legislation - Law No.915 or 10 Sep. 1982 concerning the implementation of CEC directives 75/442 on wastes, 76/403 on the elimination of PCBs and polychloroterphenyls and 78/319 on toxic and dangerous wastes; Ordinance of the Interministerial Committee of 13 Sep. 1984 concerning the elimination of waste (containing, among others, a list of maximum allowable concentrations); and Regional Law of 5 Apr. 1985 of the Autonomous Region of Friuli-Venezia Giulia concerning the elimination of wastes. |
