On the occasion of the 125th anniversary of the Labour Inspectorate of the Federal Republic of Germany, the author takes stock of West German occupational safety and health (OSH) organisation and legislation: historical background and current activities of the Labour Inspectorate in the federal system; work of the Federal Ministry of Labour and of the Federal Institute for Occupational Safety and Health and Accident Research (BAU); trends in legislation; relations between labour law and worker protection law; drafting of regulations; dualism of OSH regulations and factory inspection; the Technical Supervisory Associations (TÜV); the Machinery Guarding Act; the Act concerning occupational safety and health, plant physicians, safety engineers and safety specialists; the Hazardous Substances Ordinance; the Workplaces Ordinance; the Young Workers Protection Act; the Works Constitution Act (provisions concerning the supervisory functions, rights (especially of co-determination and membership of the works councils); the Administrative Procedure Act; importance of safety regulations; generally recognised technical rules; knowledge acquired through labour studies; exceptions; observance of regulations in practice; humanisation of work; workers' opinion on OSH questions; OSH organisation in the EEC member states.
