Abstract The interactions between systems and cultures, individual human behaviour and industrial equipment, and their implications for risk assessment are discussed. The complexity of risk as a concept in decision-making is emphasized. Conclusions are discussed in terms of the subjective-objective debate in risk assessment. Finally, important issues for further study in risk assessment are proposed.
