Abstract This report presents the results of an investigation into the methods developed so far to compare and rank risks. The methods reviewed focus primarily on risks to health, safety and the environment. Types of ranking models used in a variety of circumstances are summarized, and a conceptual framework for the development of a ranking model is established, with illustrative examples drawn from the literature. The report concludes with a generalized discussion of the advantages and disadvantages of applying a risk ranking approach as an aid to priority setting, and puts forward recommendations for the use of this technique.
