Abstract This manual, part of the UNEP's Awareness and Preparedness for Emergencies at Local Level (APELL) programme, is designed for all those concerned with the identification and evaluation of hazards in the community (local government, police, fire, rescue services, etc). It comprises three parts: an introduction (definitions, use of the handbook); a description of the hazard analysis method with examples; a series of annexes providing more information to enable local communities to identify and evaluate hazards.
