Abstract This report describes a methodology for estimating individual and societal risk from the explosives trade at individual ports and nationally. Detailed studies were carried out on five ports and one jetty licensed to handle explosives and a risk assessment technique was developed and applied to the remaining ports. The report covers: potential causes of explosive events in ports; analysis of traffic data and categorization of explosives cargoes; the likelihood of explosives events occurring in ports and the consequences of such events; method for the calculation of risks; results of detailed studies; estimation of national risk; technical conclusions.
