Contents of this information note: definition of a hazardous substance; how to determine if a substance is hazardous - presence in the Consolidated List of Hazardous Substances and certain other criteria (e.g. whether or not it satisfies certain health effect or physiochemical property criteria); examples of determining if a substance is hazardous (toluene; a 70% w/w xylene - 30% w/w toluene mixture).
