Abstract This document outlines the approach taken in Great Britain by the Health and Safety Executive (HSE) in its formulation of advice to local planning authorities regarding the development of land in the vicinity of major hazard installations. HSE methods for quantified risk assessment are described and the uncertainties associated with the risk estimates produced by such techniques are discussed. Types of risk are explained in terms of individual risk, for which some numerical criteria are suggested, and societal risk, for which qualitative judgements are applied in relation to housing developments. Potential risks for other types of development including workplaces, retail and leisure, and large facilities are also considered. Some economic considerations are discussed.
