Abstract This is the first report of the Health and Safety Commission (HSC) under the Health and Safety at Work Act 1974 (CIS 74-2099), covering the period 1974-1976. An introductory part concerning early objectives, repeals and amendments of the 1974 Act and legislation implementing European Community Directives is followed by sections devoted to: enforcement duties; prosecutions and penalties; protection of home workers; inquiries; fire precautions; ongoing problems (asbestos, construction industry, dust, genetic manipulation, ionising radiation, lead, noise, vinyl chloride); development of policy (consultation, written safety policies, employee information, safety representatives and safety committees, occupational health and safety statistics, industrial visits); promotion of positive attitudes; information and research (data base system, hazard analysis, information dissemination, studies of employees not previously protected by legislation, etc.). Annexes: Constitution and broad outline of the HSC's duties; Health and Safety Executive Director General's report to HSC (information, research and laboratory services; work of the factories, explosives and mines and quarries inspectorates; radiological protection; work of the Employment Medical Advisory Service, etc.).
