Abstract In the United States, the great majority of violations of the Occupational Safety and Health Act, 1970 relate to electrical equipment. This article reviews the situation and sets out some basic rules, showing the points that have to be tested for and the necessary equipment. The importance of earthing with respect to high-current faults and low-current faults (leakage current) is discussed and illustrated, and the requirements for testing instruments, above all neon electrical outlet testers (testing for continuity of earth, measurement of voltage, resistance of earth conductor, leakage current) and their limitations pointed out. Tables show the minimum threshold currents for various physiological responses and the articles and sections of the U.S. National Electrical Code concerning earthing.
