Abstract Using the example of the high number of fatal accidents in a large Philippines shipyard owned by a foreign multinational firm, this article provides a critical review of the government's seemingly weak capacity to enforce safety standards in the workplace. Topics addressed include labour inspection, safety training in industry, compliance with safety regulations and the role of government. Several remedial actions are proposed.
