Abstract This article proposes a set of principles for organizational safety risk analysis based on probabilistic risk assessment, which are then applied to the development of a safety risk framework which formally integrates the technical system risk models with the social (safety culture and safety climate) and structural (safety practices) aspects of safety prediction models. It also provides a theoretical basis for the integration.
