Abstract On 21 September 2001, a fertilizer plant in Toulouse, France, exploded, causing the death of 30 persons, together with injuries and traumatic shock to many others. This disaster gave rise to a new industrial safety culture, in particular with respect to consultation between industry and government in the exchange of information (Bachelot law of 2003).
