Abstract This report provides the basis for a future evaluation of the effectiveness of the proposed revisions to the Construction (Design and Management) Regulations 1994 (CDM, see CIS 95-13). It describes a study to obtain the views of construction stakeholders on the effectiveness of CDM 1994, and to prepare a series of key indicators of improvement in areas that affect safety and health in construction. Data were gathered from three sources: a literature review, 25 structured interviews and three workshops on factors that influence safety and health in construction. Findings are used to propose changes in evaluation of the revision to the CDM introduced in 2007.
