||Risk management involves a process of both social and institutional learning. For the measurement of uncertainty, it is not possible to count on established models of behaviour, each situation requiring the development of a model based on the specific mechanisms and attitudes. The central thesis of this publication is that an analysis based on organizational safety cultures can yield useful information for risk management. The approach is illustrated using the examples of two specific cases in Uruguay: the construction sector and a health care organization.
