Title A framework for understanding the development of organisational safety culture

Abstract A framework for the development and maturation of organizational safety culture is described. The content of the framework was informed by 26 semi-structured interviews with experienced oil and gas company executives. The form of the framework is based on earlier studies of the typology of organizational cultures. The result is a set of short descriptions of each of a number of aspects of organizational safety at each of five levels of safety culture advancement. The framework was assessed for validity. Theoretical implications and possible applications of the framework are discussed.
