Abstract This study was undertaken with the purpose of assessing the effectiveness of current United Kingdom guidance relating to the control of fire hazards in workplaces containing flammable substances. Data relating to fires involving flammable substances (excluding offshore, mining, waste and transport accidents) were gathered and assessed with respect to the effectiveness of guidance in reducing fire risk. A method for a risk-based assessment of the fire safety within workplaces containing flammable substances was developed, its purpose being to enable high-risk buildings or processes to be identified and to rank the workplace with respect to risk.
