Legislative & regulatory reform of TVET and skills training in Bangladesh

International Labour Organization (ILO), in cooperation with the Government of Bangladesh, is seeking to implement various reforms to the technical and vocational education and training (TVET) system in Bangladesh. This report is intended to provide a review and analysis of relevant local legislations relating to TVET along with selected foreign legislation, to identify the requirements for amendment in the existing legislation, to draft possible amendments and devise a workflow for the enactment of such new laws or amendments.

The report details a review of international TVET and skills legislation which examined statutes from a range of countries and compared them against local legislation and regulations to identify gaps. The report then reviewed the draft national skills policy to identify key recommended changes and developed a proposal for legislative and regulatory reform in Bangladesh that provides for the expected reforms whilst bringing local legislation and regulations in line with international best practice.
