Need for Pre-departure Information and Training for Migrant Workers Stressed

The second meeting of the Core Technical Group on trainer manuals for pre-departure orientation and training of the Bangladeshi migrant workers held in Dhaka.

The Core Technical Group on development of Pre-Departure orientation and training of the Bangladeshi migrant workers stressed on decentralizing the training conducted by the BMET and therefore extend coverage to address the need of outgoing migrants.

The Bureau of Manpower Employment and Training (BMET), the Refugee and Migratory Movements Research Unit (RMMRU) and the International labour organization (ILO) held the second meeting of the Core Technical Group, formed for the development of three trainer manuals for pre-departure orientation and training for the Bangladeshi migrant workers.

The Core Technical Group comprises of the senior representative of the (Bangladesh Association of International Recruiting Agencies) BAIRA, Bangladesh Employers Federation (BEF), Bureau of Manpower , Employment and Training (BMET), Bangladeshi Ovhibashi Mohila Sramik Association (BOMSA), ILO, International Organization for Migration (IOM), Jatiya Shramik Jote on behalf of the National Coordination Committee for the Workers’ Education (NCCWE), Manusher Jonno Foundation, Ministry of Expatriates’ Welfare and Overseas Employment (MEWOE), Ovibashi Karmi Unnayan Program (OKUP), UN Women, Welfare Association for the Rights of Bangladeshi Emigrants (WARBE) and WARBE Development Foundation. The Core Technical Group is supporting the development of the manuals, identification of the needs for decentralization and training of trainers. This exercise is led by the RMMRU under the auspices of the BMET and the MEWOE towards the fulfillment of the objectives of the ILO executed project, Promoting Decent Work through Improved Migration Policy and its Application in Bangladesh. This project is funded by the Swiss Agency for Development and Cooperation (SDC).

In the meeting, the participants highlighted that at present the training conducted by the BMET are centralized, and therefore, unable to cover a large number of outgoing migrants. It was discussed that the training should be decentralized as information received through such training are important for the protection of the workers during migration and once they are in the country of destination.
It was recommended that pre-departure orientation should be made compulsory. It was also recommended that in addition to the efforts of the Civil Society, country specific comprehensive training should be provided by the Government of Bangladesh through its District Employment and Manpower Offices (DEMO) and more budgets should be allocated for the purpose. The participants stressed mass communication should be used to inform the workers about the orientation and training.

The participants agreed that some officials from each of the DEMOs should be trained as trainers so they can train their other colleagues and civil society organizations working in their areas. The training of the officials would not only enable the DEMOs to conduct the training but would also assist them in building relationships with others to impart training to the Bangladeshi workers leaving the country.

The participants of the Core Technical Group also pointed out that a good decentralization of the training would also require development of a pool of trainers from the government, civil society, migrant workers associations and trade unions.

It was further recommended that residential facilities should be provided near the training venue as the workers intending to migrate come from widespread rural and urban areas. It was advised that the pre departure orientation/trainings should be provided one or two weeks before departure and after decision making, then they will get enough time to make use of the information provided.
