Training In the proposed Overseas Employment and Migrant Workers' Bill, 2013 and Dialogue on Role of Recruitment Association

Dhaka, Saturday 24 August 2013: The event organized by the SDC funded Labour Migration Project of the International Labour Organization (ILO) was attended by the 13 members of the BAIRA Executive Committee. The event, combining training, review and dialogue methods was held to take up three issues: provisions and analysis of the proposed Overseas Employment and Migrant Workers' Bill, 2013; a dialogue on the role of an association of the recruitment agents/agencies; and the need for code of conduct and regulatory mechanism.

The event organized by the SDC funded Labour Migration Project of the International Labour Organization (ILO) was attended by the 13 members of the BAIRA Executive Committee. It was implemented by Dr. Ridwanul Hoque, the legal expert, who worked with the ILO to draft the proposed Overseas Employment and Migrant Workers’ Bill 2013 that the ILO submitted to the Ministry and Ms. Nisha the Chief Technical Advisor of the ILO.

Earlier, in the dialogue held on 19 August 2013 in BAIRA premises, it was agreed that the ILO would organize a training-cum-review workshop on 24 August 2013. Participation by the BAIRA members would be voluntary. It was also agreed that this event would be held in the premises of the ILO Country Office for Bangladesh.

Based on the dialogue on 19 August 2013 a plan combining training, review and dialogue methods was developed.

The opening of the event started with a welcome by Ms Nisha and introductions by all participants. This was followed by a keynote speech by Mr. Srinivas Reddy, Country Director, ILO and a statement by Mr. M. Shahjalal Mazumder, President, BAIRA.
