The ILO project “Promoting Decent Work through Improved Migration Policy and its Application in Bangladesh” aims at improving the overall labour migration governance by supporting the tripartite – the government, workers organizations and employers organizations – and other key stakeholders. Funded by the Swiss Agency for Development and Cooperation (SDC) it aims to ensure protection and decent employment conditions for Bangladeshi migrant workers. The ILO works with the National Coordination Committee for Worker’s Education (NCCWE) to compliment its work with the Ministry of Expatriates’ Welfare and Overseas Employment (MEWOE) and the Bangladesh Employers Federation (BEF). Following a national consultation on the role of the Bangladeshi trade unions held on 3 December 2012, a common minimum agenda and a plan of action with concrete activities were developed. These documents were finalised and endorsed by NCCWE on 29 January 2013. The Plan of action includes advocacy and trade union capacity-building, as well as monitoring of employment conditions and support to Bangladeshi migrant workers, and forging partnership with counterpart trade unions in selected countries of destination.
Migrant Workers Rights with the May Day
On the 1st of May 2013, ie, on the occasion of the Labour Day, also called the May Day, the NCCWE members advocated for the recognition of the rights of the migrant workers. Advocacy messages were conveyed by NCCWE members to the authorities and civil society through the various events organized by the trade unions on Labour Day. The messages focused on specific rights of the migrant workers such as the rights to association and to equal treatment. They demanded that Bangladesh complies with provisions from the UN Convention from 1990 and asked the government to ratify the ILO Convention No. 97 on Migration for Employment (Revised), 1949 and the ILO Convention No. 143 on Migrant Workers (Supplementary Provisions) Convention, 1975.
On the occasion of the May Day 2013, the NCCWE published a poster and submitted a Charter of Demands to the Prime Minister.
