This report seeks to map the existing skills certification requirements and standards in Sri Lanka, against the skills required by countries of destination such as United Arab Emirates (UAE) and Kuwait. It further highlights the equivalencies and gaps in the construction sector in the identified occupations and recommends measures to improve the implementation of the skills qualification framework and quality of training services of prospective Sri Lankan construction workers who seek employment in UAE and Kuwait.

The high dependence on foreign labour makes employment and migration two interdependent issues requiring a coordinated strategy. On the one hand, nearly half of the employed are foreigners , and not only they play a predominant role in low skilled occupations, but are numerous also among professionals and technicians. On the other hand, despite the buoyant economic growth that allowed the Maldives to reach the status of a middle-income country in 2011 , the labour market has been increasingly characterised by unemployment and discouragement.

ILO has assisted the Government by conducting a study to assess the feasibility of establishing an employment injury insurance (EII) scheme and to estimate financial requirements, explore coordination with other social security schemes, and to provide recommendations for a benefit package. The study has proposed a transformation from the employers’ liability scheme to employment injury insurance which is a desirable step in the development process of industrial injury compensation.

Factors affecting women’s labour force participation in Sri Lanka

Female labour force participation rate in Sri Lanka has remained at a low rate, between 30–35 per cent in the past two decades, which is surprising given the consistently high educational attainment levels and other social indicators of women in the country. While research has focused on the supply-side factors that have kept female labour force participation rate at low levels, data on demand-side constraints is sparse. This study aims to identify those demand-side constraints through direct data from key players.
