Job creation for vulnerable groups in three sectors in Ukraine

This action-oriented research project will lay the foundations of a larger programme which will generate job opportunities for people at risk of socio-economic exclusion in Ukraine. It will focus on three sectors which can generate employment for youth and women in vulnerable circumstances and at risk of labour market exclusion, including forcibly displaced persons of working age. The market systems analyses in the three sectors will identify the key systemic constraints to productive and decent employment, and a portfolio of concrete, systemic interventions per sector.

Ukraine is in the process of transition to a market economy. Among the main challenges identified for the formulation of key national and sectoral strategies is low employment and low productivity, particularly in sectors with higher potential. These obstacles have root causes, for instance the private sector does not create enough decent jobs and there is a lack of a systemic approach to job creation both in terms of national, sectoral and local strategies.

Following the current inception phase of the project, a larger-scale implementation phase will contribute to the creation of more productive and decent jobs for women and men in Ukraine, particularly for youth and women in vulnerable circumstances and at risk of labour market exclusion, including forcibly displaced persons of working age.

During the inception phase, three sectors with a high potential will be selected and a market systems analysis conducted in each of them. This is done to identify the constrains and potential for their growth with a focus on systemic approach to job creation. Additionally, the project will generate detailed information for programme design and build knowledge and awareness among relevant stakeholders and market actors in the selected sectors about the advantages of a systemic approach to job creation and the implementation challenges.

This inception phase will deliver all the necessary information and strategy, which will be used to:
  • Select high potential sectors for the target groups.
  • Conduct market systems analyses
  • Build partnerships and buy-in with stakeholders at different levels (national, local, sectoral)
  • Design an implementation phase project with initial intervention designs which can address the root causes to these constraints in a sustainable way and at scale.
