Mitigating the impacts of COVID-19 in the World of work in Montenegro
The new ILO project works towards ensuring that labour market governance responds with operational efficiency and the inclusion of vulnerable groups to the COVID-19 crisis.
The intervention builds on the findings and recommendations of the ILO/EBRD (first) Rapid Assessment of the Employment Impacts and Policy Responses and enhances the capacities of selected institutions with direct responsibility for labour market governance and socio-economic stability.
More specifically, the project works with the Ministry of Labour and Social Welfare, the Employment Agency of Montenegro (EAM), and the Social Council to achieve a set of results over the short-term.
These include: a revision of the EAM’s processes and procedures; a basic attempt at digitalizing three fundamental processes and the vocational rehabilitation process for persons with disabilities; a plan for interoperability of databases to facilitate labour market integration and contrast informality; two updates of the rapid assessment jointly with the Social Council and the constituents; a series of policy notes to inform the COVID-19 policy response.
