  1. A network and online platform of labour law

    Introducing CEELex, the labour legislation database for Central and Eastern Europe

    The ILO recently launched CEELex which is the only searchable, English-language online database offering information on the national labour laws in Central and Eastern Europe. Established in 2015 to respond to an increasing demand of policy makers for technical advice on labour legislation, CEELex has recently gone public to reach a wider audience. The topics covered by the new online platform range from collective bargaining to working conditions (i.e. minimum wage, working hours), termination of employment contracts, labour dispute resolution, and non-standard forms of employment.

    Is youth employment improving in the Western Balkans? 5 key trends to guide decision-makers in 2020

    As the year slowly draws to a close, it also invites a pause for reflection to take stock and look ahead. With electoral tests facing several governments in the Western Balkans in 2020 (North Macedonia and Serbia being cases in point), many policy makers will be asked to report back on the progress made in tackling the complex youth employment challenges in the region. Hard-pressed to interpret conflicting signals from the labour market and asked to respond to a certain level of dissatisfaction from employers dealing with labour and skills shortages, decision-makers need to provide fact-based and substantiated answers: Is youth employment really improving in the region?

    Scaling up social dialogue in the Western Balkans

    The Economic and Social Councils of the Western Balkans, the EU Commission, the Regional Cooperation Council and the ILO met at a high-level meeting to assess the progress made and the challenges ahead in efficient tripartite social dialogue in the region. The meeting, held on 24-25 September, 2019 in Skopje, North Macedonia, was the closing event for phase one of the Economic and Social Affairs Platform project, funded by the European Union. The project is about to launch its second cycle to move forward social dialogue and to combat undeclared work. We interviewed two participants from different walks of life to understand their perception of the status of social dialogue and to talk to them about their contributions and future challenges.

    Strengthening social protection for the future of work—extending the social security to workers in non-standard employment

    Europe has been experiencing a growing diversification in working arrangements, as exemplified through the decline of standard employment and the significant growth of non-standard forms of employment. These developments were discussed at a recent Conference "Automation, jobs and the future of work: understanding political and economic consequences" organized by the New Direction Foundation.

    Teaching modern vocations: a visit to the Hungarian VET system

    On 27 September, 2018, a group of ILO constituents from the Western Balkans, Moldova and Ukraine, participants of the ILO Regional Research Seminar, visited the Budapest Complex Center of Vocational Training (BCCVT) and Manfréd Weiss Vocational School, situated in an industrial complex outside Budapest. Participants gained an insight into Hungary’s TVET-system and specifically into the innovative teaching methods applied at this school.

    ILO supports regional conference to shape future of welfare state in the Western Balkans

    The Center for Social Policy, a Belgrade-based think tank organised the conference “The future of the welfare state” with support from the ILO and other UN agencies on 6-8 June 2018 in Belgrade, Serbia. The conference gathered 200 participants from the region and beyond and created a new regional platform to explore challenges and showcase policies that lead to better governance and quality of life for citizens. Mr. Zarko Sunderic, Director of the Center for Social Policy, said the objective of the forum is the improvement of the quality of life in the region.

The ESAP project is supported by the European Commission’s Directorate General (DG) for Employment, Social Affairs and Inclusion.
