Council agreement on youth guarantee in line with ILO positions

On 28 February 2013, the Council of the EU, chaired by Ireland, reached a political agreement on a recommendation addressed to the Member States to provide for youth guarantee schemes.

This agreement is in line with the ILO Director-General's call for youth guarantee schemes and the ILO's Call for Action on Youth Employment.

Youth guarantee schemes specify that all young people under the age of 25 who lose their job or do not find work after leaving school should receive a good-quality offer of employment, continued education, an apprenticeship or a traineeship within four months. The recommendation reflects a strong political commitment. The text is expected to be formally adopted by the Council. The introduction of youth guarantee schemes is part of the ILO Call for Action on Youth Employment.
