ILO and Lebanon issue guidelines for Employment Intensive Projects
The guidelines aim to reinforce cooperation and harmonization between the Lebanese government, NGOs and development partners, and provide guidance on planning and implementation of EIPs.
BEIRUT (ILO News) - The International Labour Organization and Lebanon’s Ministry of Social Affairs and Ministry of Labour have issued Guidelines for Employment Intensive Projects (EIPs) in Lebanon.
The ILO’s Employment Intensive Infrastructure Programme (EIIP) developed the guidelines, which were issued during an online signing ceremony, in close partnership with the two Ministries. The EIIP is funded by Germany through the German Development Bank KFW.
EIP is an overarching term used to refer to infrastructure projects or initiatives with high labour intensity. EIPs contribute to the generation of temporary decent employment and income opportunities while providing social and economic infrastructure and services for sustainable development. EIPs have proven to be an essential and effective approach to the multiple crises facing Lebanon, and are expected to remain relevant for the foreseeable future.
The guidelines aim to reinforce cooperation and harmonization between the Lebanese government, NGOs and development partners, and provide guidance on planning and implementation of EIPs. They are based on ten guiding principles including conflict sensitivity, decent working conditions, gender equality, labour management, environmental safeguards, capacity building and other core principles.
“The ILO and its partners developed these guidelines based on the principles of decent work. They also promote equal opportunities and offer guidance on increasing the participation of women and people with disabilities,” said Frank Hagemann, Acting Director of the ILO Regional Office for Arab States.
“These guidelines will help promote employment and rebuild and restore livelihoods in Lebanon,” Hagemann added.
During the signing ceremony, Minister of Labour Lamia Yammine said the “ILO’s constant presence alongside the ministry has proven extremely fruitful in paving the path towards a healthier and stronger labour market. Its high standards and dedication to ensuring the best work environment per international labour practices are reflected in these guidelines that guarantee prime conditions for everyone involved.”
Minister of Social Affairs Ramzi Moucharafieh said “EIPs will not only create short to medium term job opportunities, but will also provide the socioeconomic infrastructure and services needed for their continual development.”
“On the ground, the Lebanese Government, through the Ministry of Social Affairs will coordinate the implementation of these projects under the supervision of the LCRP. Furthermore, it will coordinate with the Ministry of Labour to safeguard the generation of employment objectives, prioritize the participation of youth and women, and promote disability inclusion,” Moucharafieh continued.
The EIP Guidelines were developed in a participatory manner between the ILO, the Lebanese government and the livelihoods sector of the LCRP, including humanitarian and development actors, through extensive consultations and numerous drafts.
